[shib_auth] Any way for the Drupal shib_auth module to NOT auto create a user?

Is it possible to have the module not automatically create users? Our 
university has thousands of users, all of whom have federated accounts, 
but I only really want those folks in my department to have access to 
our site. If people outside my department decide to click the login link 
and log in using their federated ID, I'm going to end up with a user 
table full of people who should not have access to our site. I'd prefer 
an option to reject these users and forward them to an "access denied" page.
