[shib_auth] Mock Shibboleth logins in development?

Is there a way to test fake logins with shib_auth when in a development environment (e.g. localhost) where Shibboleth is not configured? I couldn't find anything in the documentation about it, but is there anywhere I could look?
I basically want to setup several mock users with simulated attributes so I can manually test parts of my Drupal install.
I could simulate $_SERVER variables on my localhost that are used in a production environment, but not sure how that will integrate with shib_auth. Or if there's a better way, like injecting an attribute map with pre-set values somewhere.
