It definitely isn't an https/http issue. I can get to the site just fine.
As far as the configuration interface goes . . . I saw that in the readme. . . the reference to it. And all that I found ws what is on the
Home › Administer › Administer page. By module, it shows a section that looks like this:
Shibboleth authentication
Shibboleth authentication module.
Configure permissions
Get help
When I click on "Configure permissions" all I see are the roles that my Drupal has and checkboxes for who can administer the shibboleth block. I have out equivalent of an admin selected and saved. But I don't see any other interface to this module. And I specifically don't see the " Administer/User management/Shibboleth settings" menu/path.

Most common problem is that Shibboleth is not protecting your Drupal
installation path, either because there is no 'require shibboleth' stanza for
the directory or because of an http/https problem.

No, the proper way is to use the configuration interface. Look for
Administer/User management/Shibboleth settings.
