The American Institutes for Research seeks a Behaviour Change Specialist for its Health Program to work in Uganda in conjunction with stakeholders in the public/private sector and civil society to promote the delivery and utilization of quality services in health, education and HIV/AIDS through communication and other behaviour-oriented strategies. This position will provide technical assistance in the areas of strategic communication and other behaviour-centered approaches, creative services, message development, and multi-media approaches to build local capacity to design strategic and effective behaviour change interventions among a variety of audiences. It will also supervise a Quality Assurance specialist to contribute to the design, oversight and effective use of a monitoring and evaluation system.
QUALIFICATIONS: The qualified candidate will have a Master's Degree in a related field and a minimum of 5-7 years related experience. Position requires a proven track record in designing and implementing innovative, results-oriented behaviour change programs in the social sector; strong leadership, strategic planning, and interpersonal skills; demonstrated expertise in strategic communication principles and practices; professional experience working in health and/or education and/or HIV/AIDS programs; knowledge of marketing, advertising, and brand management; experience in designing and conducting qualitative research; familiarity with principles and approaches in community mobilization; good understanding of quality assurance in service delivery; demonstrated ability to operate in a culturally-appropriate manner in a developing country setting; and willingness to travel and work in rural settings. Ph.D. and knowledge of Ugandan local languages a plus.

ASSIGNMENT:
INTRODUCTION
The Government of the Gambia is implementing a divestiture programme for the Public enterprises (PE) Sector.
The overriding objective of the divestiture programme is to all back government through its withdrawal from activities best suited for operation by the private sector thereby creating the enabling environment for private sector led growth.
OBJECTIVE OF THE TECHNICAL ASSISTANCE
The objectives of this technical assistance are to advice and assist in executing the divestiture Programme in relation to the Gambia Groundnut Corporation (GGC).
SCOPE OF WORK FOR THE TECHNICAL ASSISTANCE (TA)
Technical Assistant will provide the following services:
1. Assistance in the Preparation of Bidding & Transactional Documents
The TA, in close collaboration with GDA staff shall prepare all bidding and transactional documents in accordance with applicable Gambia legislation and assuring conformity with Gambian law and legal practice, including but not limited to:
v Information memorandum,
v Data room information and due diligence report(s)
v Invitation to tender documents,
v Draft shareholder and share sale agreements (together with any changes in the articles of association or equivalent document),
v Closing documents and any other necessary transaction documents required in order to conclude the transaction(s)
2. Assistance in the Bidding Process
The TA shall assist GDA staff to carry out the following activities, at all times assuring transparency of the process and consistency with international best practice:
3. Assistance to the Decision Making Process and managing theTransactions
In addition, the TA will also be required to assist in the decisionmaking process and the management of the transactions which will include:
v Highlighting the key decisions needed to be made by the HILEC in consultation with GDA and the implications of each decision;
v Organising the information meeting and negotiation with the potential investors and, if necessary, attending internal meetings with HILEC for data analysis and facilitating decision making;
v Documenting the draft agreement of each negotiation until the final version and the conclusion of the transactions (the transaction will be concluded when all contractual agreements have been signed and have taken effect and when the proceeds from the sale have been paid).
4. Legal due diligence
Conduct a legal due diligence hand in hand with GDA staff to cover, inter alia, corporate legal, regulatory, contractual, tax financial, environmental, title to assets, including real property, labour and related matters considered relevant to the privatisation of the company, including proposing any amendments, corrective or amelioratory actions required.
ADMINISTRATIVE ARRANGEMENTS
1. The TA will be based in GDA for the entire duration of the transaction, expected to be complete within 4 months after signing the agreement between GDA and the TA.
2. The TA is expected to be an individual provided by a firm. The individual selected should posses 5-10 years experience in divestiture related matters (previous divestiture experience in Africa will be preferred). The TA's knowledge of, and experience in, privatisation transactions in the agro-industry sector (covering oilseeds), particularly in developing countries, will be particularly important. The TA will work under the supervision of the Chief Executive of the GDA.
3. The TA should have skills and experience as follows:
o Oilseeds,
o strategic and financial planning
o management consulting,
o Excellent communication and report writing skills
o Accomplishing the objectives of the GOTG as contemplated in these TOR.
DURATION: 4 months with possibility of extension for a maximum period of 6 months.

INTERNSHIP PROGRAM
Our Internship Program provides students with practical experiences in reproductive health projects and AIDS prevention and care programs. Our Program gives interns opportunities to better understand international health research and technical assistance programs.
FHI is interested in students with skills in:

In collaboration with staff of the Field Program and the Prevention and Mitigation Divisions, the intern will (1) liaise with multiple Baltic Sea Program sites and Baltic Sea Region Program Director to facilitate collection and synthesis of FY-02 and FY-03 monitoring data; 2) document program highlights and "best practices" for reports, FHI website and other newsletter; and 3) provide assistance to regional program team in developing and maintaining tracking system for regional consultant and staff TA-travel dates and status, deadlines for deliverables, report dissemination-in preparation for annual LOE planning and budgeting process. Should additional funding be secured for the Baltic Sea program, the Intern will also participate in documenting the strategic planning process.
3) Anticipated Skill Development:
The intern will develop kills in project monitoring (collection and synthesis of reporting data), report writing, teamwork and cross-cultural communication.
4) Anticipated Outcome:
Synthesis of monitoring data gathered from program sites, for inclusion in final M&E report. Powerpoint presentation to FHI's regional team on data synthesized. Documented program highlights/ "best practices" as appropriate. Draft TA tracking tool.
5) Special Skills/Qualification/Level of Education Required:
The intern should be a graduate studies student and have Russian language skills, good writing skills, interest in international development or health, and some familiarity with the region.

2) Brief Description of Project:
The intern will collect information about FHI's various collaborations with faith-based organizations (FBOs); create a summary of FHI's work with them and the FBOs' other work in the areas of reproductive health and in HIV/AIDS prevention, treatment and care; and prepare a synopsis of opportunities for FHI to expand its work with FBOs, including proposed steps forward. The summary will serve as a foundation for a publication as well as for text on FHI's webpage.
3) Anticipated Skill Development:
In addition to strengthened skills in research, writing, and documenting work with various organizations around the world, the intern will have an increased awareness of the role of FBOs in global health programs.
4) Anticipated Outcome:
Material for FHI's website that offers insight into the work of FBOs in reproductive health and HIV/AIDS prevention as well as a publication about FHI's work with FBOs.
5) Special Skills/Qualification/Level of Education Required:
Graduate student must have excellent research and writing skills (writing sample should be submitted with resume) and a background in public health. Additionally, s/he must be a team player, ready to work in a multicultural environment, interested in international public health, and able to work independently.
