Matra Program - call for proposals
The deadline for the next round of the Matra Program of the Dutch Ministry
of Foreign Affairs is on 15 March 2001. Matra supports the transformation to
plural, democratic states, governed by the rule of law, in the countries of
CEE. It focuses on the general public and government. Grants can be awarded
only for proposals relating to: Hungary, Poland, Slovak Republic, Czech
Republic, Estonia, Latvia, Lithuania, Croatia, Slovenia, Bulgaria, Romania,
Belarus, Ukraine, and the Russian Federation. Grants can be submitted by
NGOs established in the Netherlands and by international NGOs, including
those not established in the Netherlands. In reality, the selection
committee seems to favor "foreign" NGOs partnering with Netherlands-based
NGOs.

Under the Matra Projects Programme grants are awarded to projects in Central
and Eastern Europe whoseaim is to support the process of social
transformation. The Programme is part of the Social
Transformation (Matra) Programme.
The Ministry of Foreign Affairs' budget and explanatory memorandum, in
particular the item headed
'Matra Programme', and the annual progress reports on Dutch policy on
support to Central and Eastern Europe give additional information on
implementation of the Matra Programme. Policy intentions with regard to aid
to Central and Eastern Europe are set out in more detail in policy documents
such as the Central Europe regional policy document. This booklet gives
further information on the programme, and lists the conditions under which
grants are awarded. It also includes guidelines on drawing up a project
proposal and the budget.
