In March 1999, the 34th Congress of the International Union of Local Authorities (IULA) will be
held in Barcelona from March 21st until March 24th. IULA is a worldwide organisation of local
government founded in 1913. The principle aims are:

  To assist in the improvement of the quality of services provided by local authorities to their citizens,
  To help build up institutional capacity for the development and management on human settlements,
  To strengthen local government as an instrument for socio-economic progress and development,
  To encourage the international exchange of information and professional expertise between local
     and regional authorities, and
  To promote local government as the cornerstone of democracy.

As an innovation, IULA'99 has in internet an international forum, which adds dynamism to the
work prior to the Congress and can incorporate contributions to the congresational debate.
The debate is open to the participation of cities, organisations of local powers, research
centres, intellectuals, NGOs and citizens in general, on and around the themes of urban matters
and metropolitan existence.

34th IULA CONGRESS will develop around the basic issue of 'Local government uniting in a global
mission', this main issue is split in three main areas:

  1. Local democracy in the World,
  2. Sustainability and the Local Agenda 21,
  3. Social cohesion and participation.

Every area is as well divided in different themes or seminars. Every theme will constitute one
or more forums, and it is here where electronic participation will take place

There are three facilitators who will encourage the debates according to an ethical code,
which can be consulted. Every facilitators will be responsible for the forums associated to a
theme. There is a facilitator for each area, their names, electronic addresses and area of
responsibility are listed below:

The working language is English, but, in order to facilitate the widest dissemination of the
information and to facilitate internartional participation, documents, information and opinion
can be done in any language can be accepted in other languages.

The aims of the Virtual Congress are threefold:

1) To prepare the work of the various workshops which will be held during the 34th Congress;
2) To disseminate information (research, problems, about practices concerning the themes;
3) To allow the participation of those people who can not participate, for whatever reasons to the 34th Congress.

We would like to encourage to everybody to visit the Virtual Congress, and participate in the
forums.
