Use wear analysis does not seem to support this theory. They think of something like cleaning the wool or use as a sort of pin beater.

I am willing to bet these are some kind of wool thread knitting spools (or knitting nancy). Today, they are mostly four pronged.

They are usually made of cattle metcarpals and are dated between in the Netherlands between the 9th and 13th century AD.
