[Bonetools] shuttle again

Dear all,
Here are 3 closer views of our shuttle + one general view. I'm sending them in 2 emails as they are heavy. Bone, antler or horn?
Please refer also to the darker piece between the 2 outer parts (which also look like antler or horn).
Does anyone know the origin of such a tool?
