[Bonetools] "linen smoother"?

I would recognise this tool as being a tool for the function of caulking. If true, it is from the ship and boatworkers, where they are fitting planks and tightning them by squeezing and hammering fibres (hair) and tar between the planks. Modern exampels are in iron, size and shape fits perfectly well, also the edge is blunt not sharp, but the material of this, being bone makes me doubt if the bone-tool can take the beating if meant for this purpose.
