Consult this bibliography about your fine weaving tablet:
Collingwood, P. 1982. The Techniques of Tablet Weaving. London.
Crowfoot, G.M. 1931. Methods of Hand Spinning in Egypt and the Sudan (Bankfield Museum Notes, Second Series No. 12). Halifax.
A good parallel was found in Caesarea, Israel, possibly of Roman-Byzantine date (1st-7th cent. AD), now exhibited in the Caesarea Museum at Sdot-Yam. See:

Dear colleagues, we found on a settlement (Menetru-le-Vignoble, France, Jura, 5th AD), in a very small antler workshop, this antler artefact (photos attached). The dimensions are as follows: 
 
- length 45 mm
 
- width 44 mm 
 
- thickness: 1.5 mm 
 
- diameter holes: 1.5 mm 
 
Does somebody have an idea of the possible function of this object? 
Mac Gregor (Mac Gregor 1999 at Cuppergate, York, period 4 B, 930-975 AD, p. 1876 & 1969) identifies the type of object as a weaving tablet. 
Does somebody have an another idea of the possible function of this object?
