Dear Alice and Bly,
Still this brush looks too small to be practical for real teeth
brushing. But - 
In the nice book/catalogue Brush by D. Rozensztroch and S. Slavin
(Pointed Leaf Press, 2005, ISBN 0-9727661-5-4, LoC control number
2005905351) I found on pp. 206-207 photos of (modern) "playful plastic
miniature brushes for children and their dolls".
So who knows???

Dear Etan,
    But if you add on what is missing from the brushy parts it would be
longer - maybe it is a mustache brush - just joking. However - what does
Marloes say - she has seen the greatest vaiety of wierd Early Modern Age
objects made from bone.
