[Bonetools] Roman drilled antler artifact

Dear collegues,
Could anyone tell me what was the function of the
object below. As you can see this object is made of
antler and it is drilled very regulary on each side.
The problem is that this artifact came out from a
clear Roman context from the city of Roman Napoca.
Until now I didn't really find any analogy for it, and
the dense drilled decoration makes the object unuseful
from a practical point of view.
Any idea is wellcome!
