Are these users seeing the access denied page are newly registered?
Are the rules sticky?<br>
Did you enable any caching under performance settings, are you using
memcache, or something like that?<br>

version 7.x-4.0 and the dev version </span>7.x-4x-dev. I am
running a VPS on a Debian OS. This happens only on certain roles
especially the ones specified in Shibboleth rules integration.
If I create a new role, everything works fine, when i assign
that role using rules in Shibboleth rules then all users with
that role get access denied on the first redirection. <br>

debugging and it seems that when the access is denied, the
Session variable is not present in the user object.</div>

Are you using the latest version of shib_auth on both sites?
We had similar issues before, but shouldn't have on the latest
version / dev. What kind of server does your site runs on?<br>
