There could be a problem with Shibboleth. Do you get the same 404 page, 
if you visit https://cmsdev/Shibboleth.sso/Login ? In this case, 
something is wrong with Shibboleth itself, not with shib_auth module.
Please keep in mind, that Windows 7 not currently supported to work with 
Native Shibboleth SP.
Supported windows versions are:

Windows XP SP2 and Later
Windows 2003 Server SP1 and Later
Windows 2008 Server
