[shib_auth] Access Denied error message for pages

Does anyone know what causes the Access Denied message to come up for pages here and there when using the Drupal shib_auth module for Drupal 6? I saw that some people suggested using a -20 weight for the module, itself. I tried that and cleared the cache with no luck. Thanks.
