Describes the aims of the Nordic Information Quality project, to be

as: ISO 9000 for Libraries and Information Centres; and published
by NORDINFO.
The project aims to provide a guide for the development of
certifiable quality
management systems for the library and information sector. The
project was
supported by NORDINFO and was carried out in 1993-94. Begins
with an
introduction to fundamental ISO 9000 philosophy, definitions and
concepts. All
20 main points of ISO 9001 receive a thorough treatment with
respect to the
library and information sector. Staff members describe and analyze
reports of
the experience gained from 2 test sites: Norsk Hydro; and Telecom
Denmark-Jutland Telephone Co. Describes 4 examples of typical
library and
information routines in detail, together with relevant quality
requirements.
Analyzes the process of certification and reports the findings of an
empirical

nongovernmental
institution, the Danish Library Centre. The task is defined precisely
in a
contract with the Ministry of Culture, and the cooperation with the

described. Managing the task in the Danish Library Centre is
included in a
quality management system, certified according to the ISO 9001
standard.
Producing the National Bibliography is expected to be called for
tender in the

The Koninklijke Bibliotheek (KB), Royal Library, had been
functioning as the
national library of the Netherlands for some time before it was
designated as
such in 1982. In 1987 the library was given more autonomy. In 1991
coincided
severe budget restrictions necessitated a drastic reorganisation;
this involved
the establishment of new departments, library automation and
library research
and for policy development. Pica has developed new library
automation products
to meet KB's requirements, including interlibrary loans; in 1993 the
transition
to the new systems was completed. A strategic planning process
has been
initiated the main thrusts of which are likely to be the promotion of a
single
national infrastructure for access and delivery of information in
printed and
electronic form, maintaining a broad collection in the humanities
and social
sciences, setting up new facilities for the retrieval and desktop
delivery of
electronic documents, building and managing a repository for
electronic
material, and preserving the Dutch cultural heritage. Original

Rapid change,
reduced funding, `value for money', a need to justify and reexamine
functions,
market orientation, and revenue generation are factors affecting
most libraries
today. Strategic planning tackles them as a whole. National
libraries, as well
as exhibiting much more variety than other types of library, differ
from them
in that they are more directly subject to government, have no clearly
defined
clientele, and have international as well as national responsibilities
and
therefore cannot act alone. These factors make planning more
difficult but no
less necessary. Describes the strategic planning process using the
experience
of the National Library of Ireland by way of illustration. Original
