Dear Maria:
In absence of a system that can store and display the diacritics
of Hungarian the sort of 'unofficial' best practice would be as
follows:
1., the closest diacritical mark you can get, which in this case
-- u -- (u with 'double acute') is the '2 points' you refer to (the
proper term for this is 'diaeresis') -- ü --, and
2., if you're unable to reproduce this character in your system,
then you could use u with breve, u with caron, with tilde, or no
diacritics at all.
The mappings of u (u with double acute) in hexa format:
0171 (Unicode); FB (8859-2); 75CC8B (UTF-8)
To comment this, however, I wonder how come you, the
Court of Justice of the EU, are not armed with a system
that can handle at least the Roman script, Latin-1 and Latin-2,
a minimal requirement?! With the legions of translators and
interpreters employed by the EU administration and the
phenomenal money spent on them to turn out impeccable
publications and documents in the respective languages of
member states, some mini money oughta be devoted to
purchase software that can handle the characters at issue --
it's not an impudent demand of the new member states. Most
contemporary systems can routinely cope with the Unicode
and UTF-8, so it's high time the computers of the Court of
Justice were upgraded asap.
