Family Health International - Youthnet Program
Internship Opportunities In Reproductive Health And Hiv/Aids For Youth  2003

The YouthNet Program of Family Health International (FHI) announces an eleven-week internship program designed to give current or recent undergraduate university students from developing countries experience in designing, implementing and evaluating youth reproductive health (YRH) and HIV/AIDS programs.  Six positions, based in the Washington, DC area are available.  The internship program will run from May 26 to August 8, 2003. 

YouthNet is a global program, managed by FHI, committed to improving the reproductive health (RH) and HIV/AIDS prevention behaviors of youth 10 - 24 years old.  It is designed to meet the unique, complex and often wide-ranging RH and HIV prevention needs of young people as well as those of their parents and other adults who work with youth and influence their well-being.  As such, YouthNet collaborates with youth, parents, religious and community leaders, policymakers, schools, health professionals, employers, the media, non-governmental organizations (NGOs) and other youth networks to improve the RH of young people worldwide.  Supported by the U.S.  Agency for International Development (USAID), YouthNet works to strengthen programs, conduct research, strengthen policy, disseminate information and improve services that address the RH and AIDS prevention needs and rights of youth.

How Will The Internship Work?

Each intern will develop a collaborative relationship with YouthNet staff working in one of the technical areas related to YRH and HIV/AIDS.  These are:

Senior Technical Advisor: Public Health and Family Planning

BACKGROUND:
Experience over the past thirty years show considerable gains in the FP/MCH/TB-DOTS/HIV-AIDS status of the Philippines. However, improvements in health status and family planning use are not occurring as rapidly as desired because of poor service delivery. Thus, USAID's PHN strategy is now focused on approaches that will improve and expand delivery of key health services so that "desired family size and improved health status [are] sustainably achieved". The Senior Technical Advisor will be responsible for implementing the cornerstones of USAID's PHN strategy.

INTRODUCTION:
The Sr. Technical Advisor will be a recognized expert in public health and family planning and will serve as the principal technical advisor to the achievement of USAID's Strategic Objective #3. This position will provide technical and administrative expertise to USAID/Philippines Office of PHN (OPHN), the Mission as a whole, Government of Philippines (GRP), donor and NGO partners. The fellow will work with partners in the Department of Health, National Population Commission, private and commercial sectors, US Cooperating Agencies and other donors to achieve the intended DOH and SO results.

The Senior Technical Advisor will be responsible for directing, managing and monitoring programs and activities under SO3. S/he will be an expert advisor in public health and family planning to the USAID/Philippines OPHN. S/he will function under the guidance of the OPHN Chief and will work independently and exercise considerable judgment and discre! tion in dealing with high and mid-level partners in the Government, donors, NGOs and the commercial sector. S/he will be consistently involved in policy dialogue and development in the SO3 with government and donor partners. S/he will liaise with U.S. Cooperating Agencies that are involved in the implementation of the SO3. In addition, the incumbent is expected to perform any additional emerging duties necessary to achieve the goals and objectives of the USAID/Philippines.

DUTIES AND RESPONSIBILITIES:

1. Serves as advisor to the OPHN Chief on population, family planning, and primary/family health and health care reform matters.
2. Participates in staff meetings and other meetings to discuss sector issues and determine policies.
3. Provides support to FSN, USDH, other staff in their oversight of performance of contractors in implementing bilateral and centrally funded projects.
4. Engages in policy dialogue on population, family planning, public health and health reform issues with Department of Health, University of Philippines, National Population Commission and other Government Ministries, NGOs and institutions as appropriate.
5. Pursues initiatives in private and non-governmental sectors to promote primary health care, reform and family planning interests.
6. Analyzes existing demographic, health and family planning data and develops efforts to generate new information through funding of demographic and health surveys, secondary analyses and other research activities.
7. Manages contracts and/or grants in collaboration with the CTO, monitors implementation of projects through frequent meetings with counterpart personnel, particip! ation in steering/advisory committees, budget revisions and field visits.
8. Acts as liaison with relevant international donors, e.g. World Bank, UNDP, UNICEF, UNFPA, WHO, IPPF, EC in technical offices. 

REQUIRED SKILLS, KNOWLEDGE, & EXPERIENCE:
Masters degree or higher degree in public health, medicine or similar field with emphasis on population and/or, public health. Extensive experience working with range of private and public groups, ability to work collaboratively with professional counterparts, excellent management and communication skills, cross-cultural sensitivity, ability to advocate health polity reform with senior political representatives. USAID experience highly desirable.

Must be U.S. citizen and have ability to obtain security and medical clearances.

SALARY AND BENEFITS:

Your profile:
Internships in ECMI's action-oriented projects are aimed at graduate or recent graduate students who have a particular interest in the Balkans, the Baltic Sea area or the Caucasus. Activities:

The working language of ECMI is English; for our Regional Offices, knowledge of local language skills is a plus but not a necessity. The clickable map is guiding the users to official documents, which reflect international involvement in the reduction of ethnopolitical tension and resolution of interethnic conflicts in countries and regions of concern. Further, the map provides information on population statistics, current national legislation and relevant literature on the ethnopolitical situation in different countries. 

Your profile:
You have a BA/BSc or preferably an MA in social sciences with a regional knowledge of the Balkans, the Caucasus or the Baltic States. You speak a language relevant for one of these regions.

Activities:
Under the supervision of an ECMI Research Associate, you will participate in the work of developing a relevant regional section on the map, searching, identifying and selecting documents to be included in the map.

Your Profile:
You are interested in legal aspects of minority protection, conflict resolution, and human rights. You have completed a course of studies in law (minimum: Masters degree or equivalent), and have concentrated in your studies in international law and/or human rights law. Excellent grades and sound knowledge of international law are expected; additional academic or professional achievements would be an asset. You are fluent in English and computer literate. 

Activities:
You will assist the Senior Research Associate in charge of legal projects; contribute to publications projects under the supervision of the Publications Officer and the editor(s), and take part in other activities of the Centre. PROGRAM:  Perspectives of Transdisciplinary Gender Research (funded by the Austrian Ministery of Education & Science, Vienna, Austria). 
B.1. General description of the project proposed - abstract
B.1.1 Title of the project: Gender Research as innovative resource for a sustainable and socially fair and just development of information and knowledge-societies
Short title: "Innovations und Transformations"

B.1.2 Fields of thematic subjects
The main topic of this project is to find out the position and to evaluate  contemporary Gender Research in the context of the scientifically and technically determined transformations within the information and knowledge society in Austria (keyword: new technologies). Methodologically there will be used the method of comparative investigations of selected European regions and countries, whereby highly qualified experts and partners will be included for cooperation. The acceptability and the status of programs in Gender Research will also be analyzed with respect to its multidimensional connections to the existence and progress of gender equality policies in the particular countries or regions.

Crucial points:
*Investigation and discussion of the new technologies connected to the biological revolution within the fields of genetics and microbiology including reproductive medical technologies and their implications for health and a high quality of life.
*Investigation of the social transformations resulting from the implementation and diffusion of the new technologies of communication and information (NTCI).
*Based on the first two topics the innovative capacity of the Gender Research for the future development of knowledge and the use of the new technologies will be investigated.

B.1.3 Content and aims
The aim of this project is to provide the Austrian Ministry of Science and research with fundamental facts and justified reasonable Perspectives for future science & research policies in the Special Research Program "Gender Studies". The focus is on the discussion of innovations and transformations which are knowledge- and technology-based, especially on the new technologies. Grounded on this aim the following questions are to be raised (not yet answered), with the intention to identify interesting future research questions and needs from a feminist perspective:
What theoretical approaches, concepts, and methods are highly Promising from the perspective of Gender Studies in order to get an Reliable analysis of the new kinds of transformations in society?

Will it be possible to transfer the experiences with participatory methods of software development into other areas , e.g. into the area of medical technologies, or not? Or how - by which changes and adaptations?

Will it be possible to adapt, and to use methodologies of technology assessment in feminist assessments and gender research regarding technological and scientific innovations?

What is the connection between the up to now - at least in German Speaking countries - two mutually exclusive fields of sociology of technology/technology assessment and Gender Studies, and could these two still opposite fields of research in the German speaking countries be correlated in particular ways, perhaps even combined in a productive  manner?

Further questions are:
- Which approaches and aims of Gender Research reveal concrete options of improvement in the sense of gender equality policies with a long term or sustainable perspectives within the future development of science, technology, and society?

How can the relevant social problems and research questions of Future societietal developments in Europe be identified? (Here, sustainable or long term perspectives include ecological, social, and economical aspects).

- In the case that Gender Research is regarded as innovative not just only for the analysis of the scientific-technically development of societies but also for the future development and structure of societies, how can this innovative capacity be supported?

- What is the level of Austrian research with respect to the international level of Gender Research in these areas, and how can Austrian programs in Gender Research become manifest and improved, in such a way that it does enter a long-term improvement - seen from a feminist perspective of societies?

- In the sense mentioned above there will be developed research perspectives for future European societies, and especially for the future society in Austria, at a very high level. These perspectives could serve as guideline for future public research programs in Gender Research and Gender Studies.

B.1.4 Prospective value of the outcome
The prospective value of the outcome of this project is to provide Austrian politics of science and research with the chance to get straight ahead - nationally and internationally - with a highly qualified research in Gender Research to top level science and research in that field.

YOUTHNET PROGRAM:
The YouthNet Program of Family Health International (FHI) announces an eleven-week internship program designed to give current or recent undergraduate university students FROM DEVELOPING COUNTRIES experience in designing, implementing and evaluating youth reproductive health (YRH) and HIV/AIDS programs. Six positions, based in the Washington, DC area are available. The internship program will run from May 26 to August 8, 2003.

YouthNet is a global program, managed by FHI, committed to improving the reproductive health (RH) and HIV/AIDS prevention behaviors of youth 10 - 24 years old. It is designed to meet the unique, complex and often wide-ranging RH and HIV prevention needs of young people as well as those of their parents and other adults who work with youth and influence their well-being. As such, YouthNet collaborates with youth, parents, religious and community leaders, policymakers, schools, health professionals, employers, the media, non-governmental organizations (NGOs) and other youth networks to improve the RH of young people worldwide. Supported by the U.S. Agency for International Development (USAID), YouthNet works to strengthen programs, conduct research, strengthen policy, disseminate information and improve services that address the RH and AIDS prevention needs and rights of youth.

HOW WILL THE INTERNSHIP WORK?
Each intern will develop a collaborative relationship with YouthNet staff working in one of the technical areas related to YRH and HIV/AIDS. These are:

* Policy
* Gender and Youth Participation 
* Country Program Management and Community Partnerships 
* Knowledge Management & Electronic Media

Interns will receive free housing (if needed) and an expense allowance of $300 per week. Travel to/from the Washington, DC area to participate in the internship will be paid up to $400 per individual.

WHO SHOULD APPLY?
- Dynamic individuals from developing countries currently enrolled in or recently graduated from US-based undergraduate universities who expect to return to their country of origin after their studies are complete.
- Individuals must have particular interests, experience or skills in YRH and HIV/AIDS in developing country contexts and one or more of the technical areas listed above.
- Non-Health or Development Studies majors, and HIV+ Youth are encouraged to apply.
- Foreign language and computer skills are desirable.

L'objectif général des actions de Médecins du Monde en Palestine est d'améliorer la santé physique et mentale des populations palestiniennes de la Bande de Gaza et de Cisjordanie, en s'attachant à développer les compétences locales des professionnels de la santé dans des domaines spécialisés (microchirurgie, médecine d'urgence préhospitalière, médecine de catastrophe, santé mentale), à répondre à la limitation d'accès aux soins des populations palestiniennes imposée par les bouclages et le couvre-feu des forces armies israéliennes (projet de clinique mobile), à développer en partenariat avec les acteurs de santé locaux des plans de préparation à l'urgence pour répondre aux évolutions du conflit (prépositionnement de kits médicaux d'urgence).

Le médecin accompagnera des équipes du ministère de la santé sur leurs activités de cliniques mobile, aidera à la consultation pré et post natale au cours des activités et à la prise en charge de l'accouchement extra-hospitalier d'urgence le cas échéant, supervisera les intervenants dans leurs activités dans le domaine de la santé maternelle, identifiera et répondra aux besoins en équipement des professionnels ruraux de la santé maternelle, mettra en place un programme et un calendrier de formation pour les différents professionnels de la santé intervenant en santé maternelle dans les villages du gouvernorat de Naplouse, organisera et animera des formations théoriques et/ou continues sur le terrain, mettra en place un système de référence efficace avec l'hôpital de Rafidia et adaptera l'utilisation des protocoles existants du ministère de la santé, en collaboration avec les équipes médicales de la municipalité de Lille.

Employment through a temporary agency is one of the best-known alternative employment opportunities.
