Emergency Program Officer- Mercy Corps Middle East Emergency Operations +b
Mercy Corps is working closely with its international and local partners to prepare to respond to a possible humanitarian crisis in the Middle East, while urging members of the international community to seek a peaceful resolution. The agency is committed to addressing the ongoing humanitarian needs in the Middle East, and operates programs in countries throughout the region, including Jordan, Lebanon and the West Bank.
The Emergency Program Officer will work with Mercy Corps' Emergency Operations Team in Iraq and the Middle East to develop, manage, implement, and enhance Mercy Corps' emergency programs. This includes providing aid to internally displaced persons (IDPs) in Iraq and/or refugees in neighboring countries.
This position requires a BA/S or equivalent in Administration, International Development, or a relevant discipline, two or three years international experience working in program and administration, two years experience working with an NGO in administering relief programs and ensuring compliance with major donors (USAID/OFDA/PRM/ECHO) rules and regulations, experience working with displaced populations in refugee camps and familiarity with international humanitarian operations, coordination structures, and the mandates of UN agencies, Red Cross organizations, and other NGOs, ability to live and work in an austere and sensitive cultural and religious environment. Proficiency in English and Arabic is preferred, but not required.

ABOUT IREX IN RUSSIA: In the ten years that IREX has operated on the ground in Russia, thousands of young professionals, business entrepreneurs, representatives of the media, educational reformers, graduate students, change-makers, as well as leading NGOs, government and private institutions have taken part in exchanges, internships, joint projects, courses, conferences, grants programs and Internet training offered by IREX. These activities enable growth and new perspectives for individuals and key social institutions.
IREX has a series of representations throughout the Russian Federation. The approximately 40 staff are citizens of Russia and the United States. SUMMARY OF POSITION: IREX seeks a Program Director to oversee staff and manage program implementation for the Community Connections - Russia program (Business for Russia, Community Connections Professional Program). CC Russia is a targeted short-term exchange program sponsored by the Educational and Cultural Affairs Bureau of the US State Department. It brings mid-level professionals from Russia to the United States for short-term internships at small and medium-sized businesses and organizations. IREX conducts recruitment in Russia for this program.
The position will be based in Moscow but will involve significant travel.
RESPONSIBILITIES
Responsibilities include the following:
* Management and oversight of program implementation;
* Monitoring and management of program budget;
* Coordinating with funders, primarily State Department/US
Embassy;
* Supervising program staff, both Russian and expat;
* Establishing workplans and recruitment schedules;
* Outreach and publicity of the program to Russian and
international NGO partners.
QUALIFICATIONS
Candidates must be well organized, able to work independently, skilled at handling multiple tasks, able to adhere to deadlines, and willing to travel within Russia. Other specific qualifications should include at a minimum:
* 2-3 years program management experience;
* Significant experience with US government assistance and exchange programs;
* Bachelor's degree (Master's preferred) or equivalent in a relevant discipline;

International Positions for USAID Project in Afghanistan:
Team Leader (Chief of Party) - Unique opportunity for a senior-level, highly experienced leader with post-conflict experience, to provide technical leadership and management oversight to a complex, two-year USAID-funded project, working with the government of Afghanistan to strengthen institutions in the executive and judicial branches. Activities will include providing support to the constitutional commission, the judicial commission, the human rights commission and a cabinet-level policy coordination unit. The team leader will supervise technical and administrative staff and short-term consultants and will liaise with the national government, other donors and USAID. The ideal candidate will have solid knowledge of USAID, experience in institutional design efforts for emerging governments, good interpersonal/diplomacy skills; and regional experience in South/Central Asia. A candidate with rule of law background or high-level policy expertise is preferred.
Senior Policy Adviser - The policy adviser will assist in establishing/supporting a Policy Coordination Unit, and facilitating policy management with the Office of the President and the Cabinet. This will include helping establish the Unit, developing procedures, building skills, and establishing linkages. A priority for the unit will be coordinating achievement of the benchmarks in the Bonn Agreement. The ideal candidate will have professional credibility, management skills, and the intellectual stature to engage senior level cabinet officials and policy makers. Strong policy management skills are required. A candidate with regional experience in South/Central Asia and experience in post conflict settings is preferred.
Director of Administration and Finance - Challenging position supervising and training a large and mostly inexperienced local staff on a complex project working with several government institutions. Requirements: 10+ years experience, knowledge of USAID regulations, strong experience managing project finances in the field, good management and interpersonal skills. A candidate with regional experience in South/Central Asia, and experience in post conflict setting is preferred.
Human Rights Adviser - Senior expert to provide technical support and advice to key government stakeholders in the newly-established national Human Rights Commission and in the Ministry of Women's Affairs, including training and outreach support. Will also contribute to the building of local civil society capacity to undertake human rights education, monitoring, and advocacy tasks, as well as responsibilities key to expanding access to justice. Hire and supervise local staff and short-term consultants.
