Participation and Citizenship of
Minority Young People in Europe

· Who can apply? :
We are looking for motivated, concerned, creative and
communicative youngsters.
Only youngsters of the following countries list can apply to this
seminar:
Austria - Poland - Netherlands - Spain - Portugal - Romania -
Hungary - Croatia - Ukraine - Moldova - FYROM - Russia - Georgia -
Belarus.
Why Apply:
The European Community has entered the new millennium celebrating
its forty fifth year of existence with its new look and name in
January 1999, when today's European Union was successfully
created and now plays a key role in setting standards and
principles in Human Rights protection and development of
democratic citizenship in Europe. In the youth field, this has
meant the setting up of instruments for European youth
participation and in the development of principles and programmes
in youth policy that puts young people at its centre, as main
resource and partner. Some European institutions like European
Union and Council of Europe have over the recent years
endeavoured to develop activities and programmes aimed at
fighting racism and discrimination and promoting intercultural
relations among young people. Such has been the sense of the
activities of the "all different-all equal" youth campaign
against racism and intolerance as well as many training and
education projects.
These programmes have effectively contributed to empower minority
youth leaders from various minorities and organisations across
Europe and, in that way, to increase the participation and access
of many young people from minorities.
They respond to expressed needs related to situations of
exclusion, isolation, discrimination and alienation of minority
youth and youth at risk across the European continent. The
emphasis put on local projects secures concrete impact and a
response to real needs; the accent on empowerment makes those
changes multipliable and effective for the development of civil
society and democratic citizenship.
Requirements:
Youngsters aged between 18-25, working or volunteering at an NGO
or youth organization.
Youngsters with less experience in international seminars will be
taken first into consideration.
As another aim of this youth exchange is to improve the
communication skills of the participants, candidates with less
foreign language knowledge will also be first on the list.
There's a maximum of 56participants to attend the seminar.
· How to apply? :
If you are interested in participating in this exchange, you can
fill out the on-line application form that you ca find in our web
site.
Make sure you fill all the information details. Applications with
important data missing won't be taken into consideration.
Deadline: 17th of February 2003
· Travel costs:
A 50% of your travel costs will be reimbursed to you once the
seminar has finished.
Only the cheapest travel expenses will be reimbursed: youth
tickets, tourist class, etc.
The participants living in Portugal can only take the train to
arrive at Madrid. For France participants if they want to come by
plane it will need to be proven that the plane ticket costs less
than to travel by train.
· Accommodation:
Food and accommodation will be free of charge as EYE Network will
be responsible to book and provide food and accommodation for
you.

· Visa costs:
The total amount of the visa will be reimbursed to them in the
seminar.
· Participation fees:
In order to cut administrational costs there will be a
participation fee charge to every participant. We charged
different amounts to the participant countries depending the
travel expenses, balancing a similar amount to all participants.
