The AWID INTERNATIONAL FORUM

In 2002, the Association for Women's Rights in Development (AWID) will
celebrate its 20th anniversary.  In the last two decades, AWID has grown as
an organization, and has committed its resources to becoming more
international. The organization has also diversified its board, staff and
membership, and has transformed to provide increasingly inclusive spaces for

individuals and organizations committed to gender equality.

AWID is best known for its International Forum - our flagship event held
every three years since 1982.  Each Forum has been bigger, more dynamic and
more international than the one before.  AWID's last forum in Washington,
D.C., brought together more than 1,300 people from over 100 countries, over
half from the Global South.

AWID's 9th International Forum will bring together over 1,000 people in
Guadalajara, Mexico for the largest recurring event in women rights and
development outside the United Nations system.  They will come together to
advance solutions for achieving gender equality and justice, build strategic

international alliances, strengthen advocacy campaigns and put new issues on

the development and human rights agenda.  The AWID Forum will provide a
platform for a solutions-oriented approach to profound global changes, and
their effects on the lives of women.

The AWID Forum seeks to create a safe space for self-critical analyses, and
to highlight the need to re-politicize the gender and development community.

It encourages participants to examine the work that is truly transformative
as compared to simply palliative.  AWID recognizes the need to create an
enabling environment to develop new ways of thinking and working.  It seeks
to strengthen alliances between women and challenge vested interests and
power structures.

The women's movement has never been one singular movement, but multiple
movements based in different realities, with their own local struggles.  In
an era of globalization, widening disparity and loss of local control, women

are faced with the prospect of finding common solutions and creative models
to advance women's human rights.  The AWID Forum aspires to bring this
diversity of thoughts, interests and energies together in order to
facilitate
the development of strategies towards solutions for a better future for
women
everywhere.

WHAT IS AWID?
The Association for Women's Rights in Development (AWID) is an international

membership organization committed to achieving gender equality, sustainable
development and women's human rights.  AWID members represent a network of
more than 1,200 women, men and organizations in every region of the world.
They are a diverse group of development practitioners, researchers,
academics, students, activists, business people, policy-makers, and funders
of all ages.  AWID's mission is to connect, inform and mobilize people and
organizations working for women's empowerment and global social justice.


THEME:  Re-inventing Globalization

"Globalization."  Its meaning and impact on social and economic equality,
human rights, democracy and participation, have become subject to some of
the
most controversial debates and impassioned protests in the world today.  The

arguments encompass every aspect of globalization-- is it an inevitable
process, or is it open to challenge?  Is it a new phenomenon, or has it been

evolving for over 500 years?  Can it ever lead to social and economic
justice, or will it benefit only a privileged few?  One thing is clear:
globalization is having a dramatic effect on women's rights and gender
equality.

Globalization processes -- often referred to as the free flow of capital,
the
removal of trade barriers between states, and the accompanying
technological,
cultural and political transformations and exchanges -- have become some of
the most significant influences on gender equality throughout the world.
But
women's experiences with globalization are extremely complex and diverse,
both positive and negative.  Just how one is affected by globalization
depends on intersecting factors such as class, nationality, race, ability,
religion, ethnicity, sexuality, age and education.  There are  some women
who
have significantly benefited from current global trends through better
employment opportunities and autonomy, access to new technologies and
increased purchasing power.

On the other hand, globalization processes have also meant greater
insecurity
and hardship for many other women.  Cuts in social services, increased
privatization and a flexible labour force are all inherent characteristics
of
globalization.  Where governments have pulled back from spending in health
and education, women have been forced to make up for the shortfall.  As a
result of public sector lay-offs, the expansion of export processing zones
and the explosion of the informal sector, women disproportionately encounter

low wages, poor working conditions and escalating risks.  Many corporations
exporting cash crops, pharmaceuticals or oil make huge profits at the
expense
of land rights, biodiversity and indigenous knowledge.  The so-
called 'communication revolution' has also raised issues of severe
exclusion,
further marginalizing women, especially in the Global South.

Indeed, globalization is not just about economic change.  Increased foreign
investment and transnational corporate power has weakened the nation state
and transformed the terrain at all levels at which citizens can demand
accountability for their rights.  In some regions, deepening disparity and
marginalization are creating fertile ground for burgeoning fundamentalist
movements-- based on ethnicity, nationality or religion.  Often, these
movements have explicit agendas to undermine women's rights.   Similarly,
private companies are increasingly able to patent and profit from indigenous

knowledge and life forms, thereby creating a whole new range of ecological,
ethical and human rights challenges.

Whether one is now benefiting from globalization, or facing its perilous
effects, the question before us is still the same: How can we re-invent
globalization to further the rights of all women?  In order to seriously
tackle this question, other fundamental questions need to be asked: If we
oppose the current process of globalization what do we see as alternatives?

How are we changing these alternative visions into realities?  What have we
learned from years of feminist thinking and activism around globalization
issues?  What are the emerging signs of hope in the face of the
powerlessness
generated by globalization?  And lastly, how does the women's movement move
forward to ensure that our ideas are translated into concrete actions in the

years to come?

AWID's 9th International Forum on Women's Rights and Development: Re-
inventing Globalization will seek to answer these challenges in order to
launch a new and catalytic agenda for the next decade.  We intend to
collectively define viable economic, social and political frameworks that
can
guarantee gender equality, sustainable livelihoods and human rights for all.

To achieve this, the Forum will seek to move beyond the all too familiar
analysis and critique of globalization while ensuring that the complexities
of these global trends are truly demystified.

CALL FOR PARTICIPATION

This Call for Participation is an invitation to academics, policy makers,
artists, human rights activists, feminists, students, business people,
funders, consultants and other individuals working in the field of gender
and
development and women's human rights fields.  With Re-inventing
Globalization
as our overall theme, this Call for Participation is divided into five
crosscutting sub-thematic areas. Each theme builds on issues that AWID has
highlighted in the last several years.  The questions are designed to
provoke
and stimulate discussion.  Please use them to guide your session at the
Forum, but do not feel limited by them.  We encourage you to be creative, to

use a variety of presentation techniques and a diversity of approaches.  We
want to design a program that will provoke, inspire and engage, as well as
one that is infused with artistic and cultural elements, and above all is
innovative, fun and energizing.


Your participation in this critical event is essential to tackling these
hard
questions, as well as to help transform the global human rights and
development agenda.



KEY QUESTIONS for the Call for Participation

--Women's Rights and Economic Change--

This sub-theme tackles how we can work collectively to enhance and
strengthen
women's rights in a globalized world.


* What is a feminist "re-invention" of economic globalization?  What are the

real economic development alternatives that will lead to a socially just
life
for all women, men and their families?

* What are the pitfalls and opportunities in using special tools like
international human rights instruments to counteract the negative impacts of

globalization on women's rights?  How are women organizing, and what is the
practical work that is currently being undertaken? How can we build the
skills that are needed to counteract the negative impacts of globalization,
or expand its benefits?

* What are the feminist agendas and principles with regard to re-inventing
globalization? How do we integrate an analysis based on the intersection of
other identities such as race and class? In addition, how can we ensure a
holistic approach that incorporates reproductive rights on one hand, and
basic needs on the other?

--Young Women and Leadership--

This sub-theme seeks to build young women's transformative leadership and
articulate intergenerational visions for women's rights and development in
the context of globalization.

* What are the challenges and opportunities in building inter-generational
women's movements?  How do we build the skills and capacities of young women

to be transformative leaders in the context of globalization?

* What inspires young women to affect change in a globalized world? What
contributions are young women making to ensure their rights and achieve
sustainable development?

* What impact does the current process of globalization have on the
identities and cultures of young women? What are the effects of
globalization
on young women's rights, including sexual and reproductive rights?

--Gender Equality and New Technologies--

This sub-theme addresses how new technologies can support or hinder the
advancement of women's rights.

* How can women's movements ensure that the development of new
communication,
reproductive, biological, or agricultural technologies moves forward in an
ethical and inclusive manner?

* How is globalization affecting women's intellectual property rights,
especially within indigenous communities?  What skills or analyses are
needed
to guarantee that these rights are protected?

* What are the consequences of the commodification of life forms such as
genetically engineered agriculture, animal cloning and gene patenting, to
women's rights and development?

--Feminist Organizational Development--

This sub-theme examines how we transform our own organizations, and how we
organize in a globalized world.

* What are the organizational implications of achieving women's rights in a
globalized world? Conceivably, organizations need new strategies and
capacities, as well as better analyses, models and tools. What are these and

how can they be built?

* How do we work across our diversities, balance priorities, and co-ordinate

our strategies and actions?  For example, how do feminists organize more
strategically and more collectively against the ever-strengthening
conservative right?  How do we build mutually beneficial alliances with men
to ensure human rights for all?  How do we construct productive alliances
with other socially progressive rights movements?

* Has gender and development practice become depoliticized as a result of
the
professionalization of the NGO community, the privatization of development
work or the prioritization of the funder's agenda?  How is this affecting
feminist activism and organizing?  How can we "re-invent" this global
phenomenon?

--Women's Rights and the New Global Order--

This sub-theme examines women's rights and new forms of governance,
political
processes and institutional transformation within globalization.

* How has the new role of the state, the decentralization of power and the
new forms of governance within globalization affected women's rights and
development? What kind of re-invention is required to ensure that gender
equality is an inherent part of local and global institutional change?

* What are the links between growing religious, nationalist or ethnic
fundamentalism, globalization, and an increased threat to women's rights?

* Is increased corporate power under globalization escalating armed
conflicts, development- induced displacement, forced migration, and violence

against women and children? What needs to be re-invented to ensure long-term

peace, human rights and social justice?


THE PROGRAM

The 2002 AWID forum aims to have a program that will be engaging, inclusive
and energizing for everyone.  The program is designed to:

*Forge action plans by developing campaigns, mobilizing to further women's
rights, crystallizing initiatives to change policy, and strategizing as to
how to move forward a collective and diverse agenda.

*Build practical skills through hands-on workshops to ensure participants
come away from the Forum with not only a more profound understanding of
issues, but with enhanced practical tools and skills in order to further
their work and personal lives.

*Facilitate international networking by creating opportunities through more
intimate gatherings, regional and thematic caucusing, and social and
cultural
events to foster effective interaction.

*Create inclusive spaces by involving both young and more experienced women,

as well as participants from a variety of backgrounds with diverse
experience
in order to ensure participants engage in substantive discussions and have a

more intimate atmosphere for dialogue.

*Present a multi-lingual program continuing the commitment to
internationalize the AWID Forum and provide simultaneous translation in
English, French and Spanish for as many of the sessions as possible.

*Weave culture through the Forum to ensure that cultural and artistic
elements are present throughout the presentations to inspire and set the
stage for a more relaxed, fun and open Forum.

*Actively engage participants through creative sessions, effective
facilitation and highly interactive discussions designed to involve everyone

who attends.

PARTICIPATION OPTIONS

Program sessions for the 2002 Forum will be designed around the following
five formats:

*Workshops are highly interactive with a facilitator who encourages group
participation.  They may include up to four presenters, including the
facilitator, preferably from diverse perspectives and backgrounds.  At least

one third of the session must be reserved for active participation of the
attendees.

*Skills-building sessions provide opportunities for participants to develop
and share practical skills and strategic tools, and learn about the newest
methodologies, programming tools, advocacy techniques, etc.

*Debates take place between two presenters or two teams, are facilitated by
a
moderator and encourage differing views and approaches to critical issues.

*Creative sessions provide space for artistic and interactive content that
taps into different tools for social change, including popular theatre,
role-
playing, games, video, dance and more.

*Poster sessions allow for individuals and organizations to display
materials
related to their work during a given time.  Materials can include papers,
photographs, publications, research findings and more.


GUIDELINES for Submitting a Proposal

For every Forum, AWID receives hundreds of proposals for presentations, many

more than the schedule can accommodate.  Proposals, therefore, will be
selected based on the following criteria.
The session should:
* tackle important issues reflected in one or more of the Forum sub-theme
questions;
* demonstrate originality and innovation, both in content and presentation;
* bring together presenters representing diverse backgrounds or experiences
(across generations, class, academic fields, practitioners, policymakers,
regions, ethnicities, etc.);
* bring together presenters that represent different points of view
(allowing
for debate or dissent);
* be designed according to the five formats listed on the previous page:
workshops, skills-building sessions, debates, creative sessions or poster
sessions;
* address both problems and solutions or both losses and gains; and present
lessons learned;
* be developed in keeping with the AWID program of creating inclusive
spaces,
offering multi-lingual sessions, facilitating networking, building practical

skills, weaving culture through the Forum and actively engaging
participants.

Submitting a Proposal

Proposals should be received in the AWID office no later than December 31,
2001.  Whenever possible, please e-mail the proposal.  The proposal can also

proposal.  Please type or print clearly.  Only proposals submitting all of
the following information will be considered.

-Type of session (one of the following: workshop, skills-building session,
debate, creative session, or poster session).
-Brief summary of session (2-3 paragraphs).
-Full details of each facilitator and/or presenter.  Please indicate clearly

one contact person per proposal.

Forum.  In addition, if funding is needed, please provide one paragraph of
explanation.
-Any restrictions on the date when the group prefers to make the
presentation
during the Forum (there is no guarantee of date/time assignment, but this
information is helpful if you have very specific requirements when the
members of the group are available).
-Any specific materials, equipment or presentation tools needed for the
session e.g. television, VCR, flipcharts, slide projectors, etc.

Registration Rates
* Non Member Rate includes registration and two years of AWID membership

of enrollment (such as a student identification card) is required to pick up

a name badge at the Forum.  The Student Rate includes a discounted Forum

Special Requests
Please check the appropriate box on your registration form if you require
any
of the following items. Please note that although we will try our best, not
all special requests can be accommodated.

Visa Requirements: A tourist card or visa is required for all foreign
nationals traveling to Mexico.  Tourist cards are obtained from the airlines

or your travel agent. Passports must be valid for at least 6 months after
the
conference (e.g. April 10, 2003).

A Mexican visa is required for many foreign nationals.  If you require a
visa
to enter Mexico or a transit visa for Europe or North America, ensure that
you apply well in advance.  Mexican embassies or consulates are not present
in every country, and may take over 2 months to process visas. The present
visa requirements are: a valid passport (exp. after 10 Apr, 2003), passport
photos, an airline ticket, credit card or $500 US. Your passport and
application should be sent to your Mexican Embassy well in advance of the
Forum. Please contact the nearest Mexican embassy for further details.

Letter of Invitation: If you need a letter of invitation to the Forum,
please
let us know. Note: The letter of invitation will be faxed, therefore, please

provide a fax number.  We will not send original letters to embassies or
provide assistance in securing a visa.

Interpretation Assistance:  All plenary sessions and selected concurrent
sessions will be in English, Spanish or French with simultaneous translation

in these three languages.  In specific cases, AWID will try to secure
individual volunteer interpreters to help participants who need additional
language assistance.  Individual assistance is not guaranteed.  Indicate on
your registration form if you need individual language assistance if it
becomes available.

Volunteer Opportunities: The AWID Forum is looking for volunteers who will
work on-site during the Forum in exchange for a reduced registration fee of
$100 US.  Volunteers must register for the forum before July 1, 2002.
Volunteers will provide assistance to the Forum management team, such as
passing out materials, registering participants, staffing the press room and

conference offices, and performing other administrative tasks.  In addition,

volunteers fluent in two languages or more are needed to assist participants

who need language assistance in the sessions in which simultaneous
interpretation is not available.  Volunteers will be required to work eight
(8) hours.  Check the box on your registration form to receive a volunteer
application, or you may request a form by fax at 1-416-594-0330 or send an
e-
mail to forum at awid.org.

Exhibit Hall and Marketplace: A special exhibit area and Marketplace will
provide space for organizations to display and sell their literature and
products.  If your organization is interested in receiving more information,

check the box on your registration to receive further information.

Sponsorship Opportunities: Individuals and organizations that would like to
support the Forum may do so by sponsoring events or conference amenities.
Opportunities for sponsorship include hosting refreshment breaks,
receptions,
and other catered events; offering registration or travel scholarships to
international participants; and providing participant packets.  A
sponsorship
package can be tailored to meet your organization's marketing strategy.  To
receive a sponsorship package, please check the appropriate box on the
registration form.

Accommodation for the AWID Forum: For the latest accommodation information
and special rates, please refer to our website at www.awid.org, send an e-
mail to forum at awid.org or fax AWID at 1-416-594-0330.  We encourage you to
reserve your accommodation as soon as possible if you are planning to attend

the AWID Forum.  Reserving early will ensure you greater selection in the
type and rates of accommodation available.  Consider sharing a room with
another participant to help lower costs of attendance.  Start by contacting
your colleagues in your region and around the world to see if they are
planning to attend the Forum.   If you need assistance in securing a
roommate, contact AWID for a list of participants also looking to share.  We

will distribute a list by May 2002.  Note, if you are successful in finding
a
roommate, please make sure that only one of you reserve the room and be sure

to include the name of your roommate in the reservation.

The AWID conference site will be located at The Fiesta Americana Hotel,
Aurelio Aceves Glorieta Minerva, C.P. 44100 Guadalajara, Jal., Mexico.

Travel to Guadalajara: Many participants will be required to take an
international flight to Mexico City and transfer to Aero Mexico or Mexicana
for a one-hour flight to Guadalajara. AWID will keep its website updated for

any special airfares to Mexico City and for the trip from Mexico City to
Guadalajara.

Young Women and Leadership Theme - Mentorship Program: The Forum will bring
together people from diverse experience, which presents an ideal opportunity

to create a space for face-to-face mentoring.  Younger women can learn from
more experienced practitioners, policy-makers, activists and academics to
enhance their own experience of the Forum.  Mentors will also gain from this

experience by being able to pass on some of their valuable experiences and
be
able to gain some insight into what the concerns are for the new generation
of leaders.  Young women can also offer to be mentors to their peers.

Financial Assistance: The organizers of the 2002 AWID forum are working
diligently to raise scholarship funds to assist some participants in
attending the forum.  Primarily, these funds will be allocated to the
presenters.  Only partial assistance will be available to a limited number
of
presenters.  It is the responsibility of each participant to provide the
majority of her or his own funding.  After a limited number of presenters
have been funded, and if there are additional funds available, individual
applications for assistance may be accepted.  More information on the
availability of participant financial assistance and the procedures for
applying will be posted on the AWID website in early 2002.
