The NCRB project
The closing seminar will present the results of the three-year NCRB
development project that has been building up a transregional network for
crisis centres and their collaborators in the Barents region across the
former East-West divide of the Cold War period. The participating nineteen
centres are located at Murmansk, Severomorsk, Apatity, Polyarnya Zori,
Arkhangelsk, Petrozavodsk and St. Petersburg in Russia; Kirkenes, Tromsø and
Bodø in Norway, Luleå and Umeå in Sweden; and Rovaniemi and Oulu in Finland.
The individual NCRB action programmes – training and exchange of personnel
and volunteers in the centres, campaigning, use of IT, and fund raising –
have aimed at increasing the institutional capacities of the centres to work
with the clients, enhancing public awareness of VAW and, finally, empowering
the crisis centre movement and women’s movements at large to pressure
decision-makers for legislative reforms and efficient policies and the rule
of law both locally and transregionally.

The seminar
Through giving a contribution with its seminar to the annual tradition of
the 16 Days of Activism – starting from November 25 with the UN Day to End
Violence Against Women and lasting till December 10, the UN Human Rights
Day – NCRB hopes to direct attention to the global “community of fate” on
the move for the respect of human rights and further development of social
justice, welfare and political democracy in the Barents region and
worldwide. Particularly, the Nordic-NW.Russian network will open up dialogue
on the impacts of the variable economic and social gaps and the feminisation
of poverty on the increase of VAW, including prostitution and trafficking,
and contribute to interactions across the global and regional divides and
between the different levels of action within the multilevel order of
politics and democracy. Contributions from participants outside the NCRB
network are warmly welcome – for sharing views, expertise and visions
concerning the work done with the c!
lients and in society.

The closing seminar will be arranged in collaboration with the Mother and
Child Homes and Shelters at Oulu and in Lapland (Rovaniemi). The first part
of the programme will be held at the University of Oulu, and it will consist
of the closing seminar and a visit to a local centre. Apart from
participating in the plenary discussions and workshops, the participants are
invited to join the ongoing campaigning for Women’s Peace by the Nordic
Council of Ministers and preparations for the forthcoming Arctic conference
on women, to be arranged under the auspices of Finnish chairship of the
Arctic Council. The second part will take place at Rovaniemi, where the
participants will have an opportunity to visit the crisis centre and meet
with its collaborators in the public sector, political bodies and the civil
society.
