Bonjour!

In February 2001, FAFIA convened a think tank to develop and propose
appropriate models for domestic implementation of Canada's international
commitments on gender equality. The think tank participants also
considered
several elements of an implementation plan that would require further
research and reflection with a broad range of equality-seeking women.
Six
priority actions were identified. They are:

- Use the Social Union Framework Agreement (SUFA) to initiate and
evaluate
social policies in light of commitments to women's equality

- A Cabinet mandated plan of action on complying with Canada's
international covenants with reporting mechanisms and time lines across
all
federal departments

- A permanent parliamentary committee on the status of women with NGO
representation

- A call for a feminist task force to examine the impact of
macro-economic
issues on women

- A call for a federal/provincial/territorial committee of ministers to
examine Canada's international obligations

- A call for the Standing Committee on Justice and Human Rights to hold
hearings with NGO representation on issues covered by the Concluding
Observations of the Human Rights Committee pursuant to the International
Convention on Civil and Political Rights

The purpose of Implementing Canada's commitments to women: An agenda for
action is to describe the priority actions, outline the rationale for
taking the action, and the practical steps required in order to commence
implementation. This report should be used to stimulate further
discussion
within the FAFIA Alliance and the broader women's equality seeking
community regarding how best to strategically focus the activities of
the
women, rather than be considered a template for action.

Such strategies should be considered within the current political
context
of the Canadian governments' unwillingness to establish institutional
mechanisms to ensure the implementation of the Beijing Platform for
Action,
CEDAW and the commitments to human rights contained in the ICCPR and the
ICESCR.
