Democracy-Graz
in cooperation with WUS-Austria and the Human Rights Center of the
University of Sarajevo
BRIEF COURSE DESCRIPTION
The summer course "Human Rights and Human Wrongs in South-eastern Europe"
in Ohrid, Macedonia is a two-week modular course of lectures, workshop
discussions, case-studies and a simulation game at the end. The lectures
will present a general overview of the UN and the European human rights
protection systems with an extensive focus on issues of importance to
South-eastern Europe (Dayton Agreement, Kosovo Agreement, Stability
Pact). An analysis of the main human rights protection instruments at
place and their applicability and effect in the South-eastern European
context will be discussed and assessed. During the first week of the
course, the participants will receive the background knowledge and
information which will enable them to take an active part in the case-study
sessions and the simulation game at the end of the course.
The topics which the course will cover are:
- An introduction to the origins, philosophy and nature of the Human Rights
concept
- Identification of current Human Rights issues in South-eastern Europe
- The universal and regional norms for Human Rights Protection in
South-eastern Europe
- The Council of Europe Framework Convention for the Protection of National
Minorities and Minority Rights Protection issues in the South-eastern
European context
- Ethnicity and Minority Rights Protection in South-eastern Europe
- Discussion on the Convention Relating to the Status of Refugees as well
as issues related to refugee and internally displaced people flows and
returns in South-eastern Europe
- Women's Rights with a special focus on Violence against Women in
South-eastern Europe
- Civil Society and Human Rights in the Southeast European Context
- The role of higher education in the development of Culture of Human
Rights in South-eastern Europe
- Human Rights education: new technologies and innovative methodologies
for teaching Human Rights
- Human rights curriculum development workshop
- Civil Society and Human Rights in a regional perspective
- Venues for Regional Information and Documentation Exchange and Human
Rights Centers/info points networking in South-eastern Europe
- An introduction and Debate on Human Security as an alternative and
complement of the concept of national security
- Stability Pact and the perspectives for regional educational co-operation
under Working Table I on Human Rights and Democratization

This Summer School Program is open to professors and assistants, but also
senior graduate students and junior researchers from SEE
Please submit 2 copies of the following documents together with the
application form not later than 31 May 2001:

ˇ A letter of motivation clearly stating the reasons for participating in
the current program
ˇ University transcripts, copies of diplomas or leaving certificates.
ˇ Two recent photographs. To be attached to the application form!
ˇ Do not forget to mention your exact and complete address on the
application form. (Don't forget the postcode of your current place of
residence!)
ˇ Two letters of recommendation. You can enclose these letters of
recommendation to your application! These letters should provide an
evaluation of the applicant's project as well as his/her academic
competence and personal qualification. The letters of recommendation are
confidential! The letters should also clearly state the position of the
referees.
