SCOPE OF WORK

Job Title: Consultant for Process Documentation Training
Organisation: UNIFEM

Job Description: UNIFEM is seeking a consultant to assist the organization
in building the capacity of staff and project partners in assessing and
documenting the strategies, outcomes and impacts of its programme
initiatives. The initiative seeks to strengthen the ability of UNIFEM and
project partners in identifying strategic opportunities to document lessons
learned, share these with policy makers and programme partners, and expand
opportunities to learn about effective strategies for promoting gender
equality in countries worldwide. It builds on previous UNIFEM efforts to
incorporate Results-based Management into its programming and to support
knowledge generation in the key thematic areas in which it works.

The immediate objective of the consultancy is to work with UNIFEM to design
a training module and identify resource persons in each region of the world
for process documentation training. The training workshops will be organized
from January - June 2001 and will take place in Africa, Asia/Pacific, Latin
America and the Caribbean and the CEE/CIS region.

Job Specifications: The consultant will undertake the following:

a) Work with UNIFEM staff to determine clear objectives and results for the
capacity-building initiative. In particular, the consultant will be expected
to assist UNIFEM to more clearly define: the linkages between this
initiative and ongoing monitoring and evaluation efforts; the linkages
between capacity in process documentation and choices of media (e.g.,
written, audio/visual documentation, etc.);
b) Based on (a) above, design a capacity building strategy that involves
UNIFEM field and headquarter staff, as well as grantees from UNIFEM's Trust
Fund in Support of Actions to Eliminate Violence Against Women;
c) Assemble a team of resource people that can assist with capacity-building
initiatives in each of the regions in which UNIFEM works;
d) Oversee workshops held in each region to build capacity and develop
action plans to more effectively document programme strategies and lessons;
e) Design a process for evaluating the outcomes and impact of the process
documentation initiative.

While this initiative has application to all of UNIFEM's programme themes,
it will have a particular focus on UNIFEM's work on ending violence against
women, with a strong connection to the grantees of UNIFEM's Trust Fund in
Support of Actions to Eliminate Violence Against Women.

QUALIFICATIONS: The consultant sought will have 10 - 15 years of experience
in designing, implementing and assessing development programmes in Africa,
Asia-Pacific, and/or Latin America and the Caribbean. Proven experience in
supporting organizations to document and disseminate their lessons learned
and strategies is required. Familiarity with different media for
communicating programme experiences - including publications, video,
electronic communications vehicles, etc. - is critical. Knowledge of diverse
and creative approaches to participatory evaluation and monitoring -
particularly incorporating a gender equality and women's rights perspective
- will also be required.
