         Gender Studies Small Grant Program (GSGP) 1999
                       Call for CEE/fSU Applications

Grants of up to 2,000 USD are available to NGOs and academic departments
based in Central East Europe and the former Soviet Union promoting women's
studies and gender studies within the region. The program is sponsored by the
Program on Gender and Culture at the Central European University, the
Network Women's Program and the Open Society Institute.

Applications will be accepted for:
1. Gender Studies Development Projects
2. Library Development Projects

Introduction

The GSGP has been established jointly by the Open Society Institute (OSI), the CEU Program on
Gender and Culture, and the OSI Network Women's Program to support gender initiatives in the
countries of Central and Eastern Europe, and of the former Soviet Union. The program is based
on the belief that small grants can often provide a vital and critical support for new and
innovative programs. The selection committee is open to a wide variety of funding requests, but
particularly encourages groups which are just getting started and need seed money to establish
basic infrastructures, or to raise more substantial funds elsewhere. Priority will be given to
projects that are innovative, will result in increased opportunities for others (e.g. greater
access to materials and resources, or to participate in gender related activities) and will
have a lasting impact.

Available Grants: In 1999, institutes, centers, programs and academic departments actively
involved in teaching, research or policy activities directly involving gender or women's
studies are welcome to apply for one of two types of grants of up to $2,000.

A. Gender Studies Development Project
Requests may include, but are not limited to: support for conferences, seminars, workshops, and
curriculum development that will increase awareness of gender studies in the applicant's home
country. The funding may also be used for equipment like photocopy machines, fax machines,
modems and computer upgrades when documentation is provided that capital investment will make a
substantial contribution to increasing access to gender studies resources. Proposals for
services (e.g. publication of single issues of journals) or staff (e.g. librarian, software
developer, or project coordinator) will be also be considered, particularly when these services
will make an essential contribution to securing long term institutional or financial support
for the applicant. Proposals for services should take particular care in documenting this
aspect of the proposal. All proposals shoud include a clear statement of the purpose of the
event, capital purchase or service; how completion of the project will promote the development
of gender studies and an assessment of the proposed project's impact on the local community.

B. Library Collections Project
Proposals may be submitted to build core collections of academic resources through the purchase
of books, journals, educational videos and CD ROMs related to gender and women's studies. There
is no prescribed list of resources as the GSGP feels that collections should be proposed on the
basis of the specific needs of the applicant. The Proposal should, ideally, contain a detailed
bibliography of the materials to be acquired including the title and cost of each iten, where
and by whom materials will be purchased, and anticipated shipping costs.  If a complete list is
not feasible, subject areas to be covered, preferred authors, and the method of selection and
purchase of the collection should be discussed in detail. All proposals should include a
narrative description of the current library resources of the applicant, where the proposed
collection will be stored, who will use the collection and how it will be made available to the
public.

Eligibility

Please read the eligibility requirements carefully. The GSGP board will not consider proposals
which do not meet these criteria. First time applicants are welcome, please take care and
effort to document your request in great detail.

. Organisations must be located in the CEE/fSU region to be eligible to participate in the
GSGP;

. Project proposals must clearly demonstrate the relationship between the project and the
institutionalisation of gender and women's studies;

. Applications from individuals, requests for individual travel support or for research will
not be considered. For more information about grants for travel or individual research, please

 An organisation may choose to propose either a Gender Studies Development Project or a
Library Collections Project, but not both. The GSGP will not consider applications for both
kinds of projects from the same organisation, nor will it consider simultaneous proposals from
groups located in the same city which are sub-groups of  the same organisation;

. Applicants will not be awarded more than one grant within a given yearly cycle (see below --
Deadlines).

Application Procedures

Each organisation applying to the GSGP should submit the following documentation in addition to
the Applicant Information Form. All applications must be written in English.

. A project proposal of no more than three pages describing the objectives of the GSGP project
and expected outcomes-- please follow the guidelines listed in the descriptions in Available
Grants.

. A one page, detailed budget and narrative that clearly explains individual line
items according to the project proposal (no more than $2,000).

. A one page summary of the past activities of the group, program or department, or a printed
brochure that describes these activities.

**Please Note: In most cases, supplementary materials such as CVs, or lengthy materials
produced by the applicant group will not be considered. If you would like to include additional
materials, please contact the GSGP to determine their suitability in relation to the proposal.

The Applicant Information Form asks for the following information. Applicants submitting via
e-mail should include the following information in their proposal:

. Full contact information for the applicant group, program or department;

. Which type of grant the applicant is applying;

. The names, full address and telephone/fax numbers of two individuals who can evaluate and
comment on the group's work and the proposed activities and who can be contacted if the GSGP
board would like further information about the applicant organisation. These individuals must
not be members of the applicant organisation;

. Other sources of funding in the past five years

. Bank information - GSGP grants are awarded through bank transfer to a USD account. Please
provide as much information as possible when applying for the grant. Successful applicants
cannot be awarded their grants until complete bank information is provided.

Please allow enough time for delivery of your package by the application deadline. The program
cannot consider applications which arrive after the deadlines.

By Fax: +36-1-327-3001 Return fax and telephone numbers should be clearly marked in large print
on the cover sheet of the fax as well as the total number of pages to be sent. In addition, the
applicant organisation's name should appear on each page of the fax (hand written is
acceptable). The program will make all efforts to ensure that all  pages of faxed documents
arrive in legible form. However, it is the applicant's responsibility to ensure that contact
information is clearly marked on the faxed documents.

Selection Procedures

The selection board will be composed of the Director of the Program on Gender & Culture, the
Deputy Director of the Regional Women's Program and the Executive Director of the Open Society
Institute who will review applications and select recipients.

Conditions of Application

. Receipt of a GSGP grant in a previous year does not necessarily disqualify an applicant from
receiving further GSGP support. Applicants should be aware, however, that preference is given
to organisations which  have not yet received a GSGP award. Applicants seeking a second or
third GSGP award should take care to document the need for continued GSGP support.

. The GSGP will notify applicants if any part of the application is missing, and will confirm
receipt of individual applications upon request; however, it is the responsibility of the
applicant to ensure that applications reach GSGP by the due date.

. Applications not received by the application deadline for one round will only be considered
when the next round comes up for review.

Notification of Grant Awards

Applicants will be notified of the Decision of the Selection Board by post, and fax or E- mail
if indicated on the Applicant Information form. Upon confirmation of receipt of the grant award
funds, the applicant will have one year to fulfil the conditions spelled out in the grant
proposal.

Grant Reports

All grant recipients will be required to submit a report, thirty days after the stipulated
completion of the grant, on the success of  their project in the form of a two page description
of how the grant was utilised, a budget report, and in the case of publications -- a copy of
the publication. Grant recipients who wish to extend their grant, must file with the GSGP
thirty days before the end of their grant period.  The grant reports are an esse
ntial element
for the GSGP as they provide the justification for the continued funding of the program. Grant
recipients who do not provide reports on their projects will not be eligible to receive GSGP
grants in future rounds.
