Special Issue on Electronic Records 2nd CALL FOR PAPERS

Human IT hereby invites paper submissions for a special issue on
"Electronic records" scheduled for release late spring 2007.

The last decades' development of ICT, changes in organizational structures
and work processes, and political concerns about democracy and access to
information have provided challenges for archives and record-keeping
practices as well as for the foundations of archival theory.

These changes have caused a need for new practices, but have also
generated new research issues concerning authenticity and reliability,
legality, and preservation technologies. The field has a
multi-disciplinary character, including for instance archival science,
informatics and law.

Contributions may relate to a broad range of topics, including (but not
limited to):

Access to electronic records
Use and users' needs
Record-keeping and Electronic Governance
Personal Information Management
Management of hybrid systems
Preservation of cultural heritage
Case studies - implementation of standards, guidelines and best practices,
for instance ISO 15489, Moreq, OAIS etc.

Anneli Sundqvist at the Department of Information Technology and Media,
Mid Sweden University, Sweden, will act as guest editor.

We welcome and encourage all contributions on these or other aspects of
Electronic Records before February 15, 2007.

Human IT is a multidisciplinary, scholarly e-journal dedicated to research
and discussion about digital media as communicative, aesthetic and
ludological instruments. It is published by the Centre for Information
Technology Studies as a Human Science, which is a joint initiative by the
departments at the University College of Borĺs, Sweden.

Human IT publishes scholarly articles, essays and reviews, and encourages
the participation of academics and practitioners alike. Contributions in
Swedish, Danish, Norwegian and English are accepted, and up to this point
the journal has had a predominantly Scandinavian scope. However, an
increasing part of the material is written in English and reaches an
international audience. Submitted manuscripts can either be considered for
the journal's refereed section (double blind peer review by external
referees) or its open section (reviewed by the editorial board and the
guest editor). Authors should specify for which section they wish their
contributions to be considered.

The Digital Preservation Coalition is delighted to announce the call for
entries for the third Digi tal Preservation Award.

Are you completing an exceptional digital preservation project? If so, why
not apply for the Digita l Preservation Award, worth Ł5000.

This is the eleventh anniversary of the Conservation Awards, sponsored by
Sir Paul McCartney, and i s the third year to include the prestigious
Digital Preservation Award, which recognises the many n ew initiatives
being carried out by museums, libraries, galleries and archives in the
challenging f ield of digital preservation.

The Awards will be presented at the British Museum on the 27th of
September 2007. Short-listed appl icants attract significant publicity,
and receive a certificate recognising their achievement at th e
presentation event.

To be eligible for the Digital Preservation Award, a project must
demonstrate leadership and advanc ement in digital preservation which will
benefit the UK. It must focus on preserving digital materi als (whether
"born digital" or digitised copies), rather than on the use of
digitisation as a prese rvation reformatting tool. Only projects that have
been completed by 31 March 2007 will be consider ed for the Award.

Applicants from overseas are welcomed, providing that the project can
demonstrate benefit to the UK .

The deadline for applications is 31 March 2007.

The following conference might be of interest to members of the list:

Fondazione Rinascimento Digitale, a member of Digital Preservation Europe
consortium (www.digitalpreservationeurope.eu) are organising an
International Conference on Digital Preservation "Cultural Heritage on
line - the challenge of accessibility and preservation" that will be held
in Florence (Italy) on 14 - 16 of December 2006
(www.rinascimento-digitale.it/conference). In this event the new projects
on digital preservation funded by the European Commission, namely DPE,
CASPAR, PLANETS, will present their planning. On Saturday 16 December a
Workshop organised by DPE will take place, entitled "Scholarly Research
Citation of Web Resources and Long-Term Preservation"

4. New call for proposals: Culture Programme 2007-2013

On 7 November the European Commission published a conditional call for
proposals: Support for cultu ral actions.

This call has three strands:
Strand 1.1 Multi-annual Co-operation Projects
Strand 1.2.1 Co-operation Measures
Strand 1.2.2 Literary Translation
The call does not specify any themes or target groups.

The deadline for all strands is 28 February 2007.

The call is conditional because the European Commission's proposal
relating to the Culture programm e has not yet been formally adopted by
the EU legislature. The call therefore has a precautionary c lause.

eIFL Open Source Software kick-off meeting
Cupramontana, Italy, 29-30 October 2006

On 29-30 October 2006, eIFL.net hosted an international gathering of 
software developers, information access advocates and library
representatives at the picturesque monastery of Eremo delle Grotte dei 
Frati Bianchi in the eastern Italian province of Ancona. Welcomed by the 
Mayor of Cupramontana to "create a new beginning in a place of quiet 
reflection", the purpose was to launch a new eIFL.net program to foster 
the use of Open Source Software (OSS) solutions for libraries.

"Open Source is all about empowerment", said Art Rhyno, a Systems 
Librarian at the University of Windsor and author of a book on OSS and a 
report for eIFL in 2005. "This is not about dropping packaged solutions 
into resource poor regions, this is about giving people the tools and 
training to create their own solutions at the local level", continued 
Rhyno. An immediate area of focus is the Integrated Library System  (ILS),
typically the biggest technology expense in a library budget and 
identified by eIFL members as a priority for new solutions. "The ILS is  a
huge drain on a library's resources", said Tigran Zargaryan, eIFL  country
representative for Armenia and Head of the Automation Department  at
Yerevan State University Library. "More flexible options for ILS will  go
a long way towards enabling libraries in eIFL countries to offer more 
services and make a greater impact on the communities they serve".

Erik Hatcher, author and a leading developer on Lucene, one of the 
world's premier search engine technologies, attended the Cupramontana 
meeting. "OSS represents the state-of-the-art in Information Retrieval 
(IR) systems", said Hatcher. "Libraries can put together systems in ways 
that were not possible before and the use of Open Source by libraries 
represents a perfect partnership of software and organisations that  serve
the common good", he continued. Marek Tuszynski, co-founder and  partner
of Tactical Technical Collective (TTC), best captured the spirit  of the
eIFL initiative in describing how TTC distribute Open Source  Software in
packaged CD collections and organise regional training  workshops for
non-profits in developing and transition countries. It is  envisaged that
eIFL will model its OSS activities on the innovative and  successful
approaches developed by TTC.

The first step is to finalise membership of an eIFL OSS Advisory Board. 
This will be taken forward by Tigran Zargaryan and Bess Sadler, a 
librarian and software developer for the University of Virginia library, 
who will prepare revised Terms of Reference and will work with eIFL to 
identify potential partners. Sadler, who has worked as an international 
observer and has experience developing software and technical solutions 
for indigenous groups in Canada and Latin America, points to the
historical role of libraries as a source of knowledge and empowerment. 
"Access to information is vital for any kind of positive change in 
society. Libraries do a good job of ensuring this access. Our role is to 
support libraries in eIFL member countries, so that a lack of financial 
resources need not mean a lack of available knowledge."
