Frankfurt Group Study Shows:

VAT is the greatest obstacle to electronic information in Europe Within
the European Union, regarding taxation, printed and electronic versions of
publications are treated differently. Whereas printed publications
throughout the EU are subject to a reduced rate of VAT, electronic
publications in most countries are charged with the highest rate.

VAT represents a barrier for the switch to electronic publications "The
higher costs for electronic publications influence the libraries'
decisions when purchasing resources," commented Hans Geleijnse, Chairman
of the Frankfurt Group. "The study shows that VAT inhibits the switch to
electronic publications in the majority of European libraries in non-VAT
exempt countries. This is contrary to the stated aims of the European
Commission and most national governments."

VAT harms European competitiveness
"The differences in national legislations not only affect the provision of
knowledge within the EU" stated Michael Mabe, Secretary of the Frankfurt
Group. "It also affects the development of science in the EU compared to
countries without VAT charges on electronic publications such as the USA,
where a zero rate favours the purchase of electronic resources, and thus
may lead to competitive advantages for US research and education."

The Frankfurt Group report "Survey on the impact of VAT on libraries and
the scientific publication markets" was carried out by Soziologisches
Forschungsinstitut Göttingen (SOFI). The report is available on the

The Frankfurt Group considers VAT issues as a key problem in the current
development of the framework of scientific publications and the economic
development in the EU. The consequences of the current VAT legislation on

OpenDOAR - the Directory of Open Access Repositories - is pleased to
announce the release of a trial search service for academics and
researchers around the world. See: www.opendoar.org/search.php

OpenDOAR already provides a global Directory of freely available open
access repositories that hold research material: now it also offers a
full-text search service from this list of quality-controlled
repositories. This trial service has been made possible through the recent
launch by Google of its innovative and exciting Custom Search Engine,
which allows OpenDOAR to define a search service based on the Directory
holdings.

It is well known that a simple full-text search of the whole web will turn
up thousands upon thousands of junk results, with the valuable nuggets of
information often being lost in the sheer number of results. Users of the
OpenDOAR service can search through the world's open access repositories
of freely available research information, with the
assurance that each of these repositories has been assessed by OpenDOAR
staff as being of academic value. This quality controlled approach will
help to minimise spurious or junk results and lead more directly to useful
and relevant information. The repositories listed by OpenDOAR have been
assessed for their full-text holdings, helping to ensure that results have
come from academic repositories with open access to their contents.

This service does not use the OAI-PMH protocol to underpin the search, or
use the metadata held within repositories. Instead, it relies on Google's
indexes, which in turn rely on repositories being suitably structured and
configured for the Googlebot web crawler. Part of
OpenDOAR's work is to help repository administrators improve access to and
use of their repositories' holdings: advice about making a
repository suitable for crawling by Google is given on the site. This
service is designed as a simple and basic full-text search and is
intended to compliment and not compete with the many value-added search
services currently under development.

A key feature of OpenDOAR is that all of the repositories we list have
been visited by project staff, tested and assessed by hand. We
currently decline about a quarter of candidate sites as being broken,
empty, out of scope, etc. This gives a far higher quality assurance to the
listings we hold than results gathered by just automatic harvesting.
OpenDOAR has now surveyed over 1,100 repositories, producing a
classified Directory of over 800 freely available archives of academic
information.

We are pleased to report that OpenDOAR recently came as the leader in a
global survey of 23 repository listings carried out by John Hopkins
University for the purposes of analysing repositories and their

announce the release of  the Web Curator Tool as an open-source project. 
The tool, and its manuals, FAQs, mailing lists, so urce code, developer
documentation, and other information, including a presentation, are

About the Web Curator Tool

The Web Curator Tool is a tool for managing the selective web harvesting
process. It is designed fo r non-technical users in libraries and other
collecting institutions who need to capture web materi al for archival
purposes. The tool's workflow encompasses the following tasks:

* Harvest Authorisation: seeking and recording permission to harvest web
material, and to make it a ccessible to the general public.

* Selection and scoping: determining what material should be harvested, be
it a web site, a web pag e, a partial web site, a group (or collection) of
web sites, or any combination of these.

* Scheduling: determining when a harvest should occur, and when it should
be repeated.

* Description: describing harvests  with basic Dublin Core metadata, and
other specialized fields ( or a by a providing a reference to an external
catalogue).

* Harvesting: the Web Curator Tool will download the selected web material
at the appointed time us ing the Internet Archive's Heritrix web crawler
-- each installation can have multiple harvesters o n different machines,
each which can perform several harvests simultaneously.

* Quality Review: tools are provided for making sure the harvest worked as
expected, and correcting
 simple harvest errors.

 * Endorsing and submitting: if the harvest was a success, it is endorsed
then submitted  to an ext
ernal digital archive.


International Collaboration

The Web Curator Tool Project was a joint project undertaken by National
Library of New Zealand and  the British Library and working with standards
emerging from under the auspices of the Internationa l Internet
Preservation Consortium (IIPC).  The software was built by Sytec Resources
Ltd. in New Z ealand.

Each partner provided around half the funding and contributed personnel to
the project team and the
 test teams. Other IIPC member organisations provided invaluable
assistance along the way, particul
arly the National Library of Australia (procurement and design) and the
Library of Congress (requir ements and specifications).

The main goal of the project was to design and build a Web Curator Tool
that meets the needs of the
 two partners, and that is modular and can be extended to meet the needs
of IIPC members and other
collecting organisations. This ambition was realised with the open-source
release of the tool on 22
 September 2006.

Going forward, we hope a wider community of IIPC members, national
libraries, and other collecting  organisations will use and  benefit from
the Web Curator Tool, and that they will make their own co ntributions to
its future development and direction.


Technical details

The Web Curator Tool is designed to run in an enterprise setting, and
would normally be installed b y a system administrator (it is not a
desktop application).  Users access the software through a st andard web
browser.

It requires Java (version 1.5), Apache Tomcat (version 5.5), a relational
database, an external arc hive and/or access tool (such as WERA or
Wayback), and (optionally) an LDAP directory for user auth entication.

The software is tested on Solaris (version 9) and Red Hat Linux. It has
been installed and run on W indows and on Debian Linux, and should work on
any platform that supports Apache Tomcat. The Oracle
 and PostgreSQL databases are officially supported (by testing and
installation scripts), MySQL has been used, and any database that
Hibernate supports (including MySQL, Microsoft SQL Server, and ab
out 20 others) should be compatible.

The Web Curator Tool is Free Software, distributed under the terms of the
Apache Public License (ve rsion 2.0). It incorporates parts or all of
several other Free Software packages, including Acegi S ecurity System,
Apache Axis, Apache Commons Logging, Heritrix (version 1.8), Hibernate
(database co nnectivity), Quartz (scheduling), Spring Application
Framework, and Wayback (version 0.6).

This workshop will investigate pre and post-ingest activity through a
mixture of case studies and p resentations.

event will specifically explore key issues associat ed with developing a
pre-ingest strategy, ingest processes, and preservation activity.

First Call for Papers

IASA-BAAC Conference in Riga, Latvia
15-20 September 2007

The theme of the IASA-BAAC 2007 conference is:
" Building an Archive for the Future "


The conference will address themes associated with the tasks audiovisual 
archives are facing in a world undergoing rapid changes. It is essential 
that archives develop new ways to meet future demands. Analogue and
digital  collections will coexist for a while yet, depending on the
resources made  available for the preservation of analogue material, the
digitization  process and the management of digital content. Digitization
is now  recognized as the way to go to save our audiovisual heritage, but
the  issues of future migration and the sustainability of digital archives
still  need to be addressed.

Digitization gives archives possibilities of delivering content via new 
digital platforms thus distributing the content not only to the
traditional  users, but to whole new groups of audiences. At the same
time, ideal open  access depends on the successful development of
copyright legislation. Only  then will large scale dissemination of
content be possible. Gradually,  archives will become an even more
integrated part of society.

IASA and BAAC invite proposals for papers of not more than twenty minutes 
duration that a d dress one or more of the following sub-themes:

* Role of the archives in the future
* Sustainability of archives
* Is there a need for contextualisation of AV archives?
* How to create better access to the archives
* Are the archiving principles changing?
* Legal issues (legal deposit, copyright, freedom of speech etc.)  * How
to train and educate the future archivists
* How to build an archive: technical issues and options
* Content migration
* Preservation of metadata ĺŘĺ
* Small scale archives
* Towards integrated archives
* Selection policies - a necessity?
* Archiving of webpages

Proposals must be accompanied by an abstract of not more than 150 words. 
The deadline for this first call for papers is 15 December 2006 . 
Contributors will be notified during March 2006 of the Programme
Committee's decision.

Discovery and Access: Standards and the Information Chain

JISC is holding a seminar on standards and the information chain, co- 
sponsored by ALPSP, the Publishers Association, and CrossRef.
Academic users want to discover and get access to relevant
publications quickly and easily.  Publishers, intermediaries,
libraries, and their solutions vendors all develop services to make   this
happen.  This seminar is about how they can use standards more  
effectively to share data about publications and enable these services.

Using standards is more than a technical issue.  The seminar will   cover
what key standards are important, why they are important, and   what they
enable at the user end of the information chain.  It will   also cover new
developments and innovative applications.  It will   conclude with a panel
discussion on the future and what needs to   happen from different
stakeholder perspectives.  The aim is to
explore how publishers, intermediaries, libraries, and their
solutions vendors can use standards more effectively and agree any  
action needed to move things forward.

JISC has done much work to specify the standards for information  
environments at the user end.  JISC has also worked with publishers   on
standards through the PALS Metadata and Interoperability Group and   by
funding projects to explore the innovative use of key standards.    This
seminar is an opportunity for all participants in the
information chain to reflect on where we are, share views, and agree   how
to move things forward in a collaborative way.
