JISC issues call to preserve online journals

1st November, 2005. Access to entire back runs of electronic journals
could be lost to educational institutions when subscriptions are cancelled
or when journals cease publication. Because libraries can only lease
access to electronic journals, in contrast to their print equivalents,
their assets are at risk and valuable online content is in danger of being
lost.

JISC (Joint Information Systems Committee), in partnership with CURL
(Consortium of Research Libraries in the British Isles), today issued a
call to librarians and publishers to meet these challenges together. An
extended pilot will see the LOCKSS system, devised at Stanford University,
deployed in selected libraries in the UK from January 2006.

LOCKSS - 'Lots of Copies Keep Stuff Safe' - is a low-cost system that
preserves access to a library's online journals in a local 'LOCKSS box' in
a manner acceptable to publishers. The chosen libraries will each keep
copies of the journals they subscribe to and together they will ensure
continued access to subscribed online journals even if a publisher should
disappear, a journal cease publication, or the library end its
subscription.

The pilot will be supported by the Digital Curation Centre (DCC) through
the provision of technical advice and training, and by Content Complete,
JISC's agent for Nesli2 in negotiating journal license deals.
Participating libraries will help identify additional titles to include in
the programme.

Robin Green, Executive Director of CURL, said that it was important that
university libraries came forward to participate in the pilot programme:
"The profile of digital preservation has increased significantly in recent
years, but there is still a great deal to do in this area and libraries
have a vital role to play. We hope that a great many will be interested in
playing their part in this important programme."

Lorraine Estelle, Collections Team Manager at JISC, said: "One of the
great barriers to the uptake of online resources in general, and journals
in particular, is the perception that they lack permanence. Without
assured future access to paid-for content institutions are reluctant to
move to electronic-only subscriptions. LOCKSS removes the difficulty at a
stroke and provides a very practical way of guaranteeing access to what
are vital resources for academic institutions."

Chris Rusbridge, Director of the DCC, said: "The elegance and practicality
of the LOCKSS approach is very appealing. We are delighted to be able to
support this project, which truly complements our mission."

Albert Prior of Content Complete, who will lead the discussions with
publishers, called on publishers to collaborate with libraries in ensuring
the preservation of online journals: "LOCKSS provides both libraries and
publishers with a practical and economic solution for ensuring continuing
access to key journal content. We look forward to meeting with publishers
to discuss the aims and benefits of LOCKSS and the issues for implementing
the system."

A town meeting will be held in London on the 2nd December to which all

The Association of Research Libraries (ARL) has endorsed
the statement "Urgent Action Needed to Preserve Scholarly Electronic
Journals." The endorsement reflects ARL's recognition that now is a
crucial time for the library community to act in support of initiatives
that will ensure enduring access to scholarly e-journals. The statement
arose out of a recent meeting of library leaders hosted by the Andrew W.
Mellon Foundation and articulates four actions needed to support the
development of qualified preservation archives for scholarly e-journals.
ARL's Scholarly Communication Steering Committee will be developing
objectives and action items stemming from the statement's recommendations.

Dear Colleagues,

The Consortium of European Research Libraries (CERL, www.cerl.org) has set
up a project for developing a federated search facility for
manuscripts. One of the options now being worked on is using the
technique of harvesting through the OAI protocol.
In order to make a recommendation on how to proceed after the project
phase I would like to know a bit more about how many manuscripts
databases (both with and without images) support harvesting through OAI.

I am hoping you could help me with this.

Those of you involved with manuscript databases I would like to ask the
following three questions:

- do you support searching by Z39.50 or SRU, or harvesting through OAI?
- what kind of material does your database contain (period, spatial
coverage, number of records)?
- might you, in principal, be interested in taking part in an
international federated search facility?

ELPUB 2006: Digital Spectrum: Integrating Technology and Culture
10th International Conference on Electronic Publishing

The ELPUB 2006 conference will keep the tradition of the nine previous 
international conferences on electronic publishing, held in the United 
Kingdom (in 1997 and 2001), Hungary (1998), Sweden (1999), Russia  (2000),
the Czech Republic (2002), Portugal (2003), Brazil (2004) and  Belgium
(2005), which is to bring together researchers, lecturers,  librarians,
developers, businessmen, entrepreneurs, managers, users and  all those
interested on issues regarding electronic publishing in  widely differing
contexts. These include the human, cultural, economic,  social,
technological, legal, commercial and other relevant aspects  that such an
exciting theme encompasses.

Three distinguished features of this conference are: broad scope of 
topics which creates a unique atmosphere of active exchange and
learning about various aspects of electronic publishing; combination of 
general and technical tracks; and a condensed procedure of submission, 
revision and publication of proceedings which guarantees presentations  of
most recent work.

ELPUB 2006 offers a variety of activities, such as workshops,
tutorials, panel debates etc. Thus, the conference attendees will  benefit
from:
  - The communication of scientific papers specially prepared for the
conference; all papers are to be reviewed and accepted by the
international ELPUB Programme Committee;
  - Workshops and tutorials that aim to provide opportunity for
attendants to update themselves in topics of high interest within this 
community of experts;
  - Plenary sessions that aim to summarise the main ideas presented and
discussed during the presentation of the conference papers;
  - Panel debates on selected topics; possible topics include news item
publishing or new methods, including Open Access, for publishing
scientific literature;
  - Demonstration sessions and presentation of posters.

  The ELPUB 2006 keynote will be presented by Dan Matei. He is a
professional programmer (specialised in information retrieval) and 
director of CIMEC - Institute for Cultural Memory in Bucharest. His 
interests in data models for libraries and museums, cataloguing,
digital libraries, taxonomies, surrealism, post-minimalist music are 
well-known will be reflected in the keynote adress: "Worldwide
'communitarian' online publishing: An exercise in wishful thinking".

  Contributions are invited for the following categories:
  - Single papers (abstract max of 1500 words)

  - Demonstration (abstract max of 500 words)

Deadlines for submission in all categories: November 21st 2005

Abstracts must be submitted following the instructions on the
conference website (http://www.elpub.net). The Programme Committee will 
notify the authors of the acceptance of submitted papers by January 15, 
2006. Authors then will have to submit their full papers by March 1st, 
2006, following specific instructions. The conference proceedings will  be
published as a book by the International Journal 'Information
Theories and Applications'. Selected papers will be published in the 
journal. Posters (total surface app. 1m2) and demonstration materials 
must be brought by their authors at the conference time and only
abstracts will be published in the conference proceedings. Workshops  and
tutorials proposals will be discussed with submitters in due
course.

Specialists from Albania, Belorus, Bosnia and Herzegovina, FYROM, 
Romania, Bulgaria, Serbia and Montenegro, and Ukraine who are
interested to attend the conference are encouraged to send a note to 
Milena Dobreva (dobreva at math.bas.bg). The organisers are applying for 
grants for participants from the listed countries.
