*****
New EU programme to promote European Digital Content Market:
Commissioner Reding Welcomes Positive Vote in Parliament (27 January 2005)

On 27 January 2005, the European Parliament voted with only one amendment in
favour of the eContent
plus programme, which will support the development of multi-lingual content for
innovative, on-line
services across the EU. The amendment, which is the result of a compromise
with the Council, sets
the budget of the programma at 149 MEUR for the period 2005-2008, and paves the
way for a rapid ado
ption of the programme. eContentplus will tackle the fragmentation of the
European digital co
ntent market and will improve the accessibility and usability of geographical
information, cultura
l content and educational material.

6. Expansion of German Digitised Historic Journals site

From: Urte Kramer urte.kramer at uni-bielefeld.de
Date: 01/28/05 12:59pm
Subject: [DIGLIB] Expansion of German Digitised Historic Journals site

Dear colleagues,

Bielefeld University Library expanded the digital collection of
German Scientific Review Organs and Literary Magazines of the 18/19th
Century with two of the most relevant review journals:

Allgemeine deutsche Bibliothek
http://www.ub.uni-bielefeld.de/diglib/aufkl/adb/

Neue allgemeine deutsche Bibliothek
http://www.ub.uni-bielefeld.de/diglib/aufkl/nadb/

With these latest additions you have access to 45 journals, 82,000
articles and 460,000 pages:
http://www.ub.uni-bielefeld.de/diglib/aufklaerung/

The digitisation has been funded by the Deutsche
Forschungsgemeinschaft (DFG). The project is a collaboration effort
of Bielefeld University Library, the Academy of Science in Goettingen
and the Olms Publisher.

Article-level search is based on the "Index deutschsprachiger
Zeitschriften 1750 - 1815" created by a research group of the
Academy. Some of the article indexing derives from manual rekeying.
Search functionalities include "Author" and "Title" plus a detailed
keyword search, based on the Index of the Goettingen Academy. You
can also browse the Index categories as well as the table-of-
contents.

We hope you enjoy the new collection.

Best regards

Colleagues/

In addition to the two Free/OpenSource /LowCost Journal Management =
Software/Systems I noted in a previous posting, namely _epress_ [ =
http://www.epress.ac.uk/ ] and _Open Journal Systems_=20
[ http://www.pkp.ubc.ca/ojs/ ], I was reminded of a third, notably DPubS =
(Digital Publishing System) developed by specialists at the Cornell =
University Library with support from the Andrew W. Mellon Foundation [ =
http://dpubs.org/ ] =20

An overview article by Terry Ehling, Director of Electronic Publishing at =
Cornell University Library,
appeared in the December 2004 _ARL Bimonthly Report_ (237):=20

"The Development of an Open Source Publishing System at Cornell and Penn =
State Universities"

With additional support from the Andrew W. Mellon Foundation and=20
"In collaboration with the Pennsylvania State University, Cornell will =
enhance and extend the DPubS software, which was developed to deliver =
Project Euclid, also a Mellon Foundation-supported scholarly communications=
initiative. Project Euclid supports cost efficient distribution of serial =
literature in mathematics and statistics, and now DPubS will be enhanced =
and released as a general-purpose publishing platform for scholarly =
literature in diverse fields. It will support peer review, have extensive =
administrative functionality, and will provide interoperability with open =
source repository systems such as Fedora* and DSpace*.=20
[ http://dpubs.org/ ]

Thanks Charles et al. for reminding me about DPubS!

BTW: Project Euclid, which I reviewed in _The Charleston Advisor_ last =
July, uses=20
