Articles on The European Library project now available

The European Library (TEL) was a co-operative project of eight
European
national libraries along with ICCU, the Italian central cataloguing
institution, established under the aegis of the Conference of European
National Librarians (CENL), and funded as an accompanying measure under
the
European Union's IST programme. The project has provided an environment
in
which partners could investigate both the business and technical
issues
which needed to be resolved before a service could be set up, and was
completed on 31 January 2004 after 36 months of work.

The European Commission has launched a new Call under its eContent
programme, and it includes public sector information.

The Call was launched on 14.02.2004 It is the fourth Call for proposals
under the eContent programme. Closing date 14 May 2004

 The call seeks proposals for demonstration projects for Cross-border
information services based on public sector information (Action line 1.1.)
and strengthening the linguistic infrastructure (Action Line 2.2.).

This will be the last Call of the eContent programme, according to the
Commission's eContent website.

Third Call Continuous submission scheme deadline moved to 14 May 2004
The deadline for the submission of proposals for feasibility projects under
the 3rd call for proposals, continuous submission scheme has been moved to
the 14th May 2004 at 17h00 (Luxembourg time) to coincide with the deadline
for the fourth call. The Commission published a Corrigendum on the 14th
February 2004 replacing the previous call text. This call addresses all
parts of Action Lines Public sector information (1) and Multilingual and
multicultural environment (2).

Update of the Work Programme 2003 - 2004
An update to the eContent work programme 2003-2004 was adopted on the 13th
February 2004, it provides updated information on the actions to be carried
in 2004 and the corresponding budgetary allocations. The current work
programme 2003-2004 remains applicable for 2004 in all those provisions that
are not the subject of this update.

__Focus
File formats are a crucial layer, indeed a hinge between the bits in storage
and their meaningful i
nterpretation. The proper access to and display of content depends entirely on
the ability to decip
her the respective bitstream, and consequently on precise knowledge about how
the information conta
ined within is represented. Thus file formats are one of the core issues of any
digital preservatio
n approach, and file format obsolescence is a major challenge for anybody
wanting to preserve digit
al files.
The ERPANET Seminar aims at giving an overview on these issues and at offering
guidance based on pr
actical experience. Requirements and best practices for archival file formats
will be discussed, an
d issues such as file format registries and format validation will be treated.

__Who will benefit from attending?
This training seminar is aimed at all people who are dealing with file format
issues. These include
 practitioners in digital preservation from all kind of organisations and
institutions, decision-ma
kers and other people involved in choosing preservation file formats, and
preservationists who are
facing file format challenges and are looking for first-hand information and
experience. In particu
lar, people who want to exchange their experience with colleagues from all over
Europe and beyond s
hould consider attending.

We expect attendants to have basic familiarity with digital preservation and
file format issues. Pl

Requirements for archival file formats

practical experienc
e in file format migration, maintenance and use.

Closing (4 p.m.)

Both breakout groups and plenary sessions will provide ample occasion for
questions and discussion.
 ERPANET is also aiming at providing further networking opportunities during
lunch break and evenin
g dinner. (Both lunches and a seminar dinner are included in the seminar fee.)

The seminar will be held in the Augustinertrakt (Augustine Wing) of the
Austrian National Library.
