[ceqciwp3] Deliverable content ToC preparation

[Laschet Stephan]

Dear all WP3,

Following up on Lászlós request I created for each deliverable a repository in the GitLab instance with a main and development branch. You can find them here: https://git-service.ait.ac.at/csc-ceqci/deliverables

I also created the draft ToC for D3.1 (here<https://git-service.ait.ac.at/csc-ceqci/deliverables/d3.1-kms-design-and-implementation-documentation>) and 3.2 (not yet merged, but you can see it here<https://git-service.ait.ac.at/csc-ceqci/deliverables/d3.2-domain-sdn-design-and-implementation-documentation/-/tree/documentation/1-preliminary-toc?ref_type=heads>). Feedback welcome.

Now we need the same for D3.3 UPB and D3.4. BME. Note the deadline of 20.04.

I want to note, you don't have to use GitLab with markdown files etc. as I did, this should not be an obstacle.
