Secondly, it looks rather new - there is certainly not much wear around the hole. It was obviously meant to be suspended but frankly, it reminds me of late Neolithic, Chalcolithic and even Bronze age antler objects (from Hungary and Switzerland at least) made in imitation of composite objects. Imitation is an interesting subject and meant to enhance or draw attention to some intrinsic social value of the imitated object. For example - here is a little axe-blade shaped object, manufactured out of bone and also meant to be suspended from a MBA context in Hungary. What is being imitated would either be a polished stone blade or a bronze axe-blade, not because metal blades were not widely available but because the shape holds layers of social meaning , the details of which can only be guessed about.
