[Bonetools] Help identifying tool

Dear everyone,A friend of mine asked for help, they're trying to ID some old inventory pieces in their museum.
Have you seen anything like the tool in the pictures attached? I can see it is made of antler, but could you help in identifying its function and/or the time period most probably used in?I hope it's familiar to some of you!
