Dear Buchra,
the piece is the solid center of a lid in basketwork, the bottom
pieces of those baskets have no hole in the center; thin rods were put
into the holes like wheelspokes and were then filled up with
wickerwork. Those center-pieces were usually made from wood, but some
were also found in bone or antler. There are several types of these of
different sizes, with and without holes around the edge. Years ago I
collected some of them in a paper I put on academia.edu:
https://www.academia.edu/7714610/Kordula_GOSTEN%C4%8CNIK_Flechtwerk_und_Korbwaren_im_r%C3%B6mischen_K%C3%A4rnten._Carinthia_I_191_2001_53-74
I focused on early Roman finds, and I always wondered why some are so
small. But it is interesting to see those pieces in earlier contexts
as well.
And take a look into a great book on wickerwork in Roman Atiquity:

Best wishes,
Kordula
