For the first example the best parallel is from Köln - this grave has been
published several times -this is just a capture from Mikler, (1997. Die
römischen Funde aus Bein im Landesmuseum Mainz. Monographies Instrumentum ,
1. Montagnac). He also shows a grave group from Helshoven - again with
association of terminal, disc and cylinder. The discussion goes back to
Fremersdorf. (1940. Römische Scharnierbänder aus Bein in Vjesnika
Hravatskoga Arheološkoga Društva, n.s. 18-21, 321-337) where there is
another relevant grave mentioned from Walsbetz, Maastricht where there are
terminals and discs. The discussion centres around these being from hinge
arrangements though I don't think is sustainable.
There are other grave groups (e.g. Colchester in England, Caerleon in Wales
and Apt in France) and lots of isolated examples. The dating evidence is a
bit sparse, but later second to third century seems the best fit at the
moment.
