Dear Sonja,
In the Iberian Peninsula in the Iron Age, there are many objets like this,
especially, in the North. I send you an article. In this paper, the authors
says that these objets could be interpreted as cheekpieces of horsebits (
*psalia*), not like whistles. In the iberian settlement of Tossal de Sant
Miquel/Edeta I have studied an objetc very similar. I send you two
pictures, too.
I hope this can help you.
Best wishes, Marry Christmas & Happy New Year.
