[Bonetools] Victorian worked bone

Dear all,
Can anyone help me to identify what these pieces of worked bone are? I don't have much experience with worked bone, but I'm thinking that the first round one especially might be very recognisable to someone who has seen one before. It has been suggested to me that it could be some kind of washer? The other one is more difficult to photograph, and could possibly the waste end of something, but it has obviously been worked very smooth.

They are both from contexts in and around victorian houses, and there are also bone knife handles in the same contexts.
