[Bonetools] Roman artefact

Dear list members,

Nathalie Meyer sent a request on a peculiar Roman bone artefact (see  
below).

This tool of unknown function has been found a decade ago at the site  
of the Roman naval base at Altenburg (1st century AD) in the Lower  
Rhine area of Germany (Roman province Germania inferior). Recently a  
second similar piece has been discovered from the same site.  Both  
are made out of metatarsi of sheep. Taking the context into account,  
there is a possibility that the tools are related to ships or  
navigation. Suggestions and comments about comparative items are  
welcome.
