[Bonetools] suggestions?

Dear colleagues,

I would very much appreciate if any of you could make any suggestion about the function of this artifact (see attached picture) or could give me some parallel. It was recovered in an early medieval site in northern Spain. The context is dated in the 6th-7th century.
