[Bonetools] roman antler object

[Marloes Rijkelijkhuizen]

Dear all,
 
Any thoughts on this object from a Roman cremation grave? It is a cilindrical object made of antler with dot-and-circles. I am not sure if all the pieces are positioned in the right place. The current diametre is circa 15 mm.
