[Bonetools] Antler object

Dear all,
Almost one year ago, I posted the picture of this unidentified antler object. I thought I put it again, maybe somebody has further ideas concerning its functionality. The object is a Roman artifact coming from a Roman site from Napoca, province of Dacia. It is made of an antler tine, gouged into a rectangular form. It has on its outer surface a set of 4 drilled holes on each side (on one side 5 holes). The holes from the different sides are situated on the same position, so you can pull a thin object through the object without any trouble. The idea of being a handle of a tool seems to me very questionable, because then the sets of perforations from the 4 sides of objects would be useless. The object isn't drilled inside only a little part of it, on its wider end.
Does anyone have any clue concerning its functionality?
