Thanks, that's a thought, but might long hair be kept braided for much
of the time and thus tangle less?

Is there a fundamental difference in action between combing long and
short hair? I think managing long hair might well use the whole length
of the teeth but shorter hair wouldn't.

I think that would depend on the thickness of the short hair. The
question is whether combing short hair (<10cm) would affect the comb to
any of the extent that combing long hair (bra strap length or longer)
would. After all long hair takes longer to comb, partially because it
tangles easier than shorter hair.
