[Bonetools] strange AD 11th-12th century tool

Any ideas what this strange rib-based object from the site of Galgagyork (Arpad period -   
AD 11th-12th century) could be. Laszlo has already suggested it might be a tool used for 
cleaning the sweat off horses based on its shape and wear.
