[Bonetools] Worked Bone Query

Hi.

I have recently come across some worked bone within a medieval, post-medieval 
assemblage from Lincolnshire. We are completely stumped as to what it could be, 
therefore I was hoping someone out there may have seen something similar.

The piece is a sheep/goat scapula, the blade has been trimed on the caudal and 
proximal edge. The spinous process has been removed and well spaced holes have 
been drilled into the blade. There is no evidence of polishing from usewear or thread 
wear. 

I would be greatful for any ideas. I have posted several photo's that can be found below.
